About this file

This document is an Instructions to Offerors file for a United States Secret Service (USSS) badge procurement solicitation. The government intends to generate a task order with firm fixed pricing (FFP) for 5 Ordering Periods, to be awarded on a Lowest Priced Technically Acceptable (LPTA) basis with emphasis on quickest turnaround time per badge order. The minimum contract guarantee is 500 badges, to be met within the first badge order, and contractors are responsible for badge cost escalation annually.

Proposal submission requirements include a 15-page maximum quote with a specific cover page format, to be emailed to crystal.pressley@usss.dhs.gov by noon EST on June 13, 2025. Offerors must prepare a proposal addressing minimum requirements, including rates, pricing structure, and capabilities related to the FBI's Record of Arrest and Prosecution (RapBack) program. The solicitation allows charts, tables, and graphs within the page count, permits color usage, but requires readability in black and white printing. A Statement of Work (SOW) is provided as an attachment for detailed requirements.
