About this file
This document is an email from Deborah C. Jordan, Grants Coordinator at the South Carolina Department of Parks, Recreation & Tourism, sent to multiple recipients on March 13, 2025, regarding Build America Buy America (BABA) Act compliance and federal funding status for Land and Water Conservation Fund (LWCF) grants. The email addresses BABA Act requirements for grant recipients, specifically noting that projects with grants of $250,000 or more were initially expected to meet strict domestic manufacturing requirements for construction materials, iron, steel, and manufactured products. However, the National Park Service (NPS) has now approved an exemption for these projects, meaning materials do not need to be produced in the United States.
The email also provides an update on potential federal funding concerns, with Jordan confirming that there is currently no freeze on LWCF funding based on her conversation with her program officer. She reminds recipients that she must still approve all solicitation documents to ensure compliance with state procurement policies. The communication is part of ongoing grant management for outdoor recreation development projects, with Jordan emphasizing her availability to answer questions and her commitment to keeping grant recipients informed about any changes in requirements or funding status.

Good Morning!
I have an update on the Build America Buy America Act compliance for your Land and Water ConservaƟon Fund project. As I menƟoned previously, all grant recipients who were awarded grants $250,000 or over would have to meet BABA Act requirements. BABA compliance language would be required in all solicitaƟon and contract documents in order to comply with the BABA Act. We requested a review of all projects to determine if outdoor recreaƟon development met the definiƟon of infrastructure. I have now received approval from NPS for your project to proceed without the BABA Act requirements. ConstrucƟon materials, iron, steel, and manufactured products used in your project will not be required to be produced in the United States. (***If your awarded grant is under $250,000, please disregard this part of the email.)
Just as a reminder, I sƟll need to approve all solicitaƟon documents prior to being adverƟsed so that I can make sure all other state procurement policies are being followed.
Many of you have been asking me if your awarded LWCF grants will be affected by the federal funding freeze. I spoke with my program officer this week and right now there is no freeze on LWCF funding. She has assured me that she will keep me up to date if anything changes, and in turn I will let you know. As of now, this is the best informaƟon I can provide.
If you have any quesƟons about either of these, please give me a call. I know all of you are ready to get started with your projects!
