Topic 1 (Space Weather): Space Environment Sensor Data Management and Analysis Dated 29 Jan 14

1.0 Scope

To provide research, development, test and evaluation capabilities to improve the development and implementation of space environment models and sensors to meet various Air Force space weather system needs in order to specify, forecast, mitigate, and exploit environmental impacts on Department of Defense (DOD) space and Intelligence, Surveillance and Reconnaissance (ISR) systems. Data and other space weather inputs will be provided by the AFRL RVB Mission Data Analysis Center (RMDC), which supports a myriad of Battlespace Environment Division (AFRL/RVB) space weather missions, and enables these RVB missions to transition technologies to operational units within DOD.

2.0 Performance Objectives

2.1 Overall Objective:

Expand the RMDC capabilities to address present and future AFRL/RVB mission requirements with innovative methods to improve RMDC information access within the data facility. The facility is designed to perform data analysis, model development, and data visualization and distribution of processed and gathered mission data. RMDC has improved research and development data management techniques that are required to address the large quantity of data in the expanding research and development environment. The RMDC provides for multiple space experiments enabling space environment data processing and assessment for existing and future operational space environment models. RMDC provides for an end-to-end handling of space experiment data from acquisition, processing, cataloging, archival, and product distribution to various R&D communities. This work effort will encompass data analysis, model adaptations and innovative telemetry processing and archiving. Through the introduction of new technology, enhanced capabilities, and process improvements, AFRL/RVB is interested in the following: (1) application for now-cast and verification of forecasting; (2) enhancements to modeling components to incorporate new data sources in forecasting; (3) develop data management, data fusion and validation techniques for assimilating space and ground base sensors; (4) apply/develop new research model techniques to extend prediction; and (5) enhanced data specification to define space weather impacts on Air Force systems.

2.2 Technical Objectives:

a) Data Distribution and User Products from the Data Analysis

· Develop and establish methods to provide data products to the research community using new data formats and delivery approaches including web-based services.

· Design, develop, implement and test prototype code to enable prompt mission data delivery through design and development of methods to implement web services for data products and provide net-centric access for data discovery.

b) Data Archive Management for the Data Analysis

· Design, develop and implement modifications to the data storage architecture to expand the overall data capabilities to accept future space experiment data.

· Develop data redundancy and disaster recovery techniques and procedures to mitigate the loss of data and improve overall reliability to accomplish RVB objectives.

c) Sensor Data Processing and Management for the Data Analysis

· Perform research and development reviews of the data obtained from multiple sources, and provide technical and scientific assessments for improving the data quality through the application of data filters or other dependent parameters to address physically unrealistic measurements. Data researcher performance requires expert knowledge and skills of the physical properties of the space environment and the interaction with man-made or natural phenomena.

· Design, develop, and implement processing algorithms to convert raw satellite telemetry into engineering units for inclusion in the overall data management system. These elements involve modifying existing algorithms, writing and documenting new techniques, integrating and testing new or modified code, maintain and update documentation and procedures used to accomplish data acquisition in the various forms.

· Perform integration efforts of additional sensor data; improve experimental techniques for extracting useful information from new and existing sensors; and perform fusion of data to obtain increased spatial coverage, redundancy, and greater overall confidence in the combined assessment for more accurate and robust now-casts and forecasts of space environments and their effects on DOD assets.

· Research alternative methods to provide space or ground base measurements and apply new data sources to provide spatially coincident definition for the assimilation or improvement of existing model parameters.

d) Data Analysis R & D Database Management and System Administration

· Conduct database management and administration necessary to provide for data currency for the simultaneous management of multiple space experiment missions. Effort includes system security procedures; database upgrades, and related algorithm enhancements designed to disseminate data to the research community.

· Provide documentation on hardware and software components and conform to the Defense Information Systems Agency (DISA), Air Force Material Command, (AFMC), and the Base Information Assurance office requirements to sustain baseline capabilities to deliver data products to the research communities.

· Design and build new relational database(s) schema to support the advancement of the existing Oracle databases and develop strategies for data acquisitions, archive recovery, and implement new schema to support the expansion to fulfill Battlespace Environment Division mission requirements.
