Statement of Work Template

The SOW developed by the offeror must contain a summary description of the technical methodology as well as the task description, but not in so much detail as to make the contract inflexible. Do not include any proprietary information in the SOW. Contractors may request copies of our contracts under the Freedom of Information Act; consequently, it is imperative that no company-sensitive information be included in the SOW of the technical proposal.

The following is offered as a recommended format for the SOW. Start your SOW at Paragraph

1.0:

1.0 – Scope/Objective: This section includes a statement of what the program covers. This should include the technology area to be investigated, objectives/goals, and major milestones for the effort.

2.0 – Technical Requirements: The work effort should be segregated into major tasks and identified in separately numbered paragraphs (similar to the numbered breakdown of these paragraphs). Each numbered major task should delineate by subtask the work to be performed, including any cost-sharing work, and should be sequentially numbered.

3.0 – Financial and Program Management: The offeror must identify all reviews and when/where

(identify by milestone or task) they will be conducted.

4.0 – Security: Include the following paragraph for OPSEC:

OPSEC: General OPSEC procedures, policies, and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the lifecycle of the contract. The Critical

Information List will be provided upon request by the RYOY Information Protection and

Intelligence Office. While working on the government installation, OPSEC will be provided by the RYOY Information Protection and Intelligence Office.

5.0 – Safety: Include the following paragraph for Safety:

Safety: The contractor must comply with all Air Force, federal, state, and local safety and environmental regulations. Requires an approved Safety Plan (AFI 91-202 AFRL Sup 1) before any experiment may be conducted outside of a laboratory environment.

6.0 – Deliverables: Include a table of deliverables that will result from the effort.
