BAA-RQKS-2015-0008, “Avionics Vulnerability, Assessment, Mitigation, and Protection
(AVAMP)” Amendment 3
SUBJECT: Questions from Industry with Government Responses
1. In the development of SOW, should we follow the BAA Industry Guide outline and numbering
OR follow the AFRL AVAMP SOO outline and numbering?
Answer: The BAA Industry Guide is always just a guide. Specific to the AVAMP solicitation, it is preferred that the SOW follow the AFRL AVAMP SOO outline and numbering rather than the
BAA Industry Guide’s.
2. If participants are the same for all 3 submissions (IDIQ, TO1 and TO2) do we need to put their resumes in each submittal package or can we put them in the IDIQ only with a comment?
Answer: You can put the resumes in the IDIQ proposal and reference them in the task order proposals.
3. Reference question #16 on BAA Amendment 2 dated 24 JUL 2015: Considering the
Government’s answer to Question #16 in BAA Amendment 2 confirming that only one task order will be awarded to each of the 2 anticipated successful IDIQ offerors, does it remain a requirement for offerors to submit proposals for both TOs 0001 & 0002 in order to be considered for an IDIQ award as stated in Section V.1 on page 18 of the BAA?
Answer: Our answer was that we anticipate the awards working out that way. Our market research has led us to anticipate this and we like to be as up front about our expectations as possible for the benefit of all offerors. However, because we don’t know exactly how the proposals will come in we need to maintain flexibility. There is a possibility that one offeror could receive both task orders. There is also a possibility that three or more offerors could receive pieces of each task order. That’s the nature of BAAs. So yes, it does remain a requirement for offerors to submit proposals for both Task Orders 0001 and 0002 in order to be considered for an IDIQ award.
4. On p. 7 of the SOO for TO 0001 is the following - "Requires an approved Safety Plan IAW AFI
91-202 AFRL Supplement 1 before any experiment may be conducted. The contractor must comply with all Air Force safety and environmental regulations." I tried to see what this meant, what was required in the proposal and where to put the response and ran into a brick wall. This is a new requirement for our section and we need your guidance as to what is needed.
Answer: Your response will be captured in your Statement of Work. It should have a line like this: Safety: The contractor must comply with all Air Force, federal, state, and local safety and environmental regulations. Requires an approved Safety Plan (AFI 91-202 AFRL Sup 1) before any experiment may be conducted outside of a laboratory environment.
5. On p. 8 of the solicitation is an apparent requirement for contractors and subcontractors to submit
Incidence Data if there are "contractors working on an Air Force Installation for more than 1,000 hours per quarter to include construction and services contracts." Is the 1,000 hour per quarter requirement cumulative for all contracts or only for the projected involvement under the AVAMP contract?
Answer: Offerors are only required to report work occurring under AVAMP.
6. AFRL has shared AVAMP information marked FOUO with us in the past. Is it appropriate to include in the proposal relevant material, such as figures, from any previously shared FOUO material?
Answer: It's fine to include those items in the proposal if necessary. The proposals are all source selection sensitive. However, we recommend crediting the items to AFRL as a courtesy.
7. Reference BAA-RQKS-2015-0008 document, page 15, paragraph IV.2.c. regarding content and format:
a. Can we use font sizes larger than 10 (for the cover page and headings)?
b. How does double-spacing work for tables? Does it mean that the text in adjacent rows in a column have to be as far apart as if they were double spaced (not easy to do in word) or just that multiple lines in the same cell have to be double spaced). (see below)

Answer:
a. The intent behind these requirements is to ensure all offerors are on a level playing field and able to propose a similar amount of content as another offeror. If your company would like to use font sizes larger than 10 for the cover page and headings that is fine, but the cover page does count in the total page count.
b. As far as tables, everything needs to be double spaced, regardless of where it falls in the table. So a table should look similar to the table below (what would occur in the rest of the text minus the borders). Font and line spacing requirements do not have to be followed for illustrations, flowcharts, drawings, and diagrams. These exceptions shall not be used to circumvent formatting requirements and page count limitations by including lengthy narratives in such items.
