Welcome & Introduction

• Joint Venture Partnership was established to leverage capabilities being developed by other federal partners, academia, & industry to provide high return on funds

• This partnership will demonstrate that new technologies will reliably meet NOAA’s operational needs

▪ Provide confidence that an emerging technology can be used in an operational environment

▪ Reduce risk for new technologies

▪ Demonstrate the appropriate reliability of the technology

• It will support our future architecture and mission performance and allow us to define requirements for future operational procurements

Why use a Broad Agency Announcement (BAA)?

• NOAA is looking for the best means to meet its mission needs, and the BAA allows for all types of implementations and technologies to be submitted for potential study

• The BAA allows for flexibility when the end requirement is not yet fully defined

Why is GPD important to NOAA?

• To support the anticipated significant increase in the number of NOAA operational satellites in the 2035-2050 timeframe.

• Current architecture under which NESDIS is operating does not scale economically to ingest and process all the data coming from many sources.

• Higher agility in the ground processing infrastructure is needed due to shorter lifetimes of smaller satellites.

• New technologies and novel concepts are needed to address future expansions. Examples of these technologies and concepts include scalable cloud infrastructures, new satellite systems, automated operations, and Artificial Intelligence, Machine Learning, and Deep Learning (AI/ML/DL) capabilities

BAA Technical Content This BAA* (located on SAM.gov) solicits studies and demonstrations for three independent focus areas of enterprise satellite operations. These focus areas are:

● Constellation Mission Operation

● Next Generation Ground Infrastructure

● Data Processing and Dissemination

For each focus area, NESDIS is interested in learning about technologies that might help achieve technical requirements listed below

● The technology readiness level (TRL)

● The associated costs

● Potential timeline for implementing these technologies (should target 2030 or earlier as the time for the proposed technology to be ready for implementation)

*The BAA will be exploratory only and there is no planned mission for GPD at this time.

Successful Completion of BAA Goals

▪ Objective A, Study to include:

o Describe and analyze the present state-of-the-art of the technologies, methods, or concepts.

o To determine how they are projected to evolve in the near and not-so-near future and to what level of improvement (in a measurable way).

o To perform a feasibility, including an ROI analysis, for a future implementation.

o To provide the needed ROM cost for such implementation.

▪ Objective B, Demonstration to include:

o Provide an operational proof of concept of the technologies to interface with NESDIS

Ground Enterprise.

o To show persistent compatibility and ease of integration with NESDIS Ground

Enterprise operations.

o To demonstrate flexible scalability to accommodate both on-demand and normal growth in data volume and CPU needs.

o Demonstrated seamless interfacing and compatibility with commercial service providers as well as technology vendor.

Two-Step Process to the BAA Stage 1:

• Solicit white papers from industry on concepts responsive to technical content of the BAA

• White Papers (not to exceed 5 pages) reviewed by a technical evaluation board

• White Papers are chosen on a case-by-case basis, taking into consideration their value in terms of price and technical merit. The number of White Papers selected to move to Stage 2 will be constrained by the overall BAA budget.

Stage 2:

• The Offerors whose White Papers are selected to advance to Stage 2 will receive Invitations for

Proposal.

• The proposal shall expand on the White Paper concept, unless the Government requests the removal of some portion of the concept.

• Study and demonstrations awards will be issued based on the strength of concept and available funding.

Pricing for the Study

• White Paper:

▪ The white paper shall include an estimated total price for the Offeror to conduct the BAA studies and demonstrations. A detailed price proposal will be required if the Offeror moves to Stage 2 of the selection process and is issued an Invitation for Proposal.

▪ The Government prefers for the offeror to include the rough order of magnitude cost for a future implementation of the concept proposed in the white paper.

• Proposal:

▪ If invited to submit a proposal, the Offeror will be required to provide detailed pricing for the study per the guidance in Section 3 of the BAA.

Partnering & Collaboration

• Forming a team with other interested entities to submit a response to this BAA is certainly an option.

• In the case of a team submission, the Government will only interact with the entity identified as the Prime organization. The Prime organization will submit the white paper, and will be responsible for putting in place any sub-contracts and other teaming arrangements.
