About this file

This Broad Agency Announcement solicits white papers and proposals for studies and field measurement campaigns related to measuring three-dimensional atmospheric wind profiles to support the needs of the National Oceanic and Atmospheric Administration. NOAA seeks to leverage technologies from industry, academia and other government partners to assess existing capabilities for observing 3D winds from sub-orbital platforms and to develop concepts for measuring 3D winds from space. A virtual Community Day will be held on May 11, 2022 to engage interested parties. White papers are due by June 7, 2022 and invitations to submit proposals will be issued by June 27, 2022. Proposals must be submitted by July 18, 2022 and contract award is targeted for September 2, 2022. Pricing should be included in white papers and detailed pricing for proposals will be required. Collaboration and teaming are allowed with the prime contractor responsible for subcontracts.

5National Environmental Satellite, Data, and Information Service

Welcome & Introduction

• Joint Venture Program was established to leverage capabilities being developed by other federal partners, academia, & industry to provide high return on funds

• This program will demonstrate that new technologies will reliably meet NOAA’s operational needs

▪ Provide confidence that an emerging technology can be used in an operational environment

▪ Reduce risk for new technologies

▪ Demonstrate the appropriate reliability

• It will support our future architecture and mission performance and allow us to define requirements for future operational procurement

6National Environmental Satellite, Data, and Information Service

Why we do a BAA?

• Since NOAA is looking for the best means to meet it mission needs, the BAA allows for all types of implementations and technologies to be submitted for potential study

• BAA allows the flexibility when the end result is not yet fully developed and need agility in the implementation

7National Environmental Satellite, Data, and Information Service

Why 3D Winds measurement is important to NOAA?

• Multiple studies have been performed and concluded that 3D Winds measurement is a major gap in our space-based observing system and is deemed to have a great potential to improve the performances of several NOAA environmental prediction systems including global Numerical Weather Prediction (NWP)

• 3D Winds field campaign data will allow NOAA to understand the strengths and weaknesses of the different technologies available and the characteristics of their measurements to meet NOAA performance needs

• Better understanding of 3D wind requirements and implementation result will benefit NOAA’s the next generation space architecture planning

8National Environmental Satellite, Data, and Information Service

BAA Technical Content

• The BAA* is seeking to leverage technologies and jointly with other partners to achieve the two objectives:

▪ Objective A: Technology Demonstration

○ Assess the capabilities of different technologies that currently exist to observe 3D winds from sub-orbital platforms (e.g., airborne, stratospheric balloon-based, etc.)

to assess these technologies and the characteristics of their measurements to meet NOAA performance needs

▪ Objective B: Concept Studies

○ Studies in this category would look at different sensors, different constellations, on different platforms

○ Perform studies to provide concepts of different approaches to measure 3D winds from space to meet NOAA performance needs

*The BAA will be exploratory only and currently there is no planned mission to collect 3D winds at this time.

9National Environmental Satellite, Data, and Information Service

Successful Completion of BAA Goals

• Objective A: Technology Demonstration

▪ Sub-orbital flight demonstration (e.g., airborne, stratospheric balloon-based, etc.) of one or more 3D wind technologies and data collection

▪ Comparison of demonstration data against data from standard wind measurement equipment (e.g., in situ radiosondes, ocean buoys, etc.). Based on the comparison, evaluate the technology against NOAA’s performance needs for accuracy and resolution as indicated in BAA Table 2.

• Objective B: Concept Studies

▪ Assess performance using the concept on its own or in combination with other observing systems and/or other data

▪ Provide quantitative estimates (or at least inform) all of the different attributes listed in Section C of the BAA

10National Environmental Satellite, Data, and Information Service

Two-Step Process to the BAA

• Solicit white papers from industry on concepts responsive to technical content of the BAA

• White Papers (not to exceed 5 pages) reviewed by a technical evaluation board

• Sub-set of White Papers selected to receive Invitations for Proposals

• Selection based on strength of concept and available funding

11National Environmental Satellite, Data, and Information Service

Pricing for the Study

• White Paper:

▪ The white paper should include an estimated total price for the Vendor to conduct the BAA study. A detailed price proposal will be required if the vendor moves to Stage 2 of the selection process and is issued a Request for Proposal.

▪ It is preferred to have the rough order of magnitude cost for the implementation of the concept for the Objective B to be included in the white paper

• Proposal:

▪ If invited to submit a proposal, detailed pricing by year for the expected concept as indicated on Page 9 of the BAA will be developed as part of the Objective.

12National Environmental Satellite, Data, and Information Service

Partnering & Collaboration

• Forming a team with other interested entities to submit a response to this BAA is certainly an option

• The Prime organization will be responsible for putting in place all the sub-contracts and other teaming arrangements
