DESCRIPTION OF AMENDMENT (Organized by UCF section headings, including solicitation contract subject matter where feasible.)
PURPOSE: To amend the BAA to clarify the BAA requirements by responding to questions submitted under the BAA. Unless specifically noted, all specifications remain unchanged.
PART I. The following responds to questions received under this solicitation.
QUESTION 1 - It appears that the only specifications for the 1 hour interactive-case course work is that it should be in a PowerPoint (or something similar) format. Does "programming being done by the Coordination Center" mean that the Coordination Center will take the end result of
Broad Agency Announcement Amendment 3
BAA-N01DA-15-4422 Page 2 of 4 the 1 hour interactive case-presentation with 10 minutes of video prepared by the CoEPE and the
Coordination Center will convert it to fit into whatever platform the NIH/NIDA is using to host the 1 hour of course work? Further, does this mean that when the CoEPE develop the material the center does not need to address or apply SCORM compliance in any way?
ANSWER 1 – Yes the Coordinating Center will convert the content package to the platform that hosts the course modules. The Coordinating Center will handle SCORM compliance.
QUESTION 2 - If we produce a Content Package that is longer than 100 pages or more than 20 minutes of video, will the Coordinating Center be responsible for making this material 508 compliant and putting this material on-line?
ANSWER 2 – Yes, the Coordinating Center will be responsible for making this material
508 compliant and putting the material on-line.
QUESTION 3 - If the case cannot be resolved in 1 hour of instruction and requires a second hour of instruction at a more advanced or divergent level, then may we propose to use the “quantity option” for the year to create a second hour of instruction about the same patient case?
ANSWER 3 - The one hour case is a target. Longer cases can be proposed and potentially be negotiated. Options are the unilateral right of the Government to exercise. Options should not be viewed as a supplement.
QUESTION 4 - Assessment of student learning outcomes and inclusion in the curriculum is a requirement. Is this documentation included in the 50 – 100 page limit for the Content
Package? Is this a strict page limit?
ANSWER 4 - The 50-100 pages is a target to give offerors an idea of the amount of materials sought.
QUESTION 5 - Assessment reports and other materials related to case performance are required by the BAA. May these be in a format other than Powerpoint (e.g., Word)? Must these materials be 508 compliant? If so, is this the responsibility of the Coordinating Center?
ANSWER 5 – 508 compliance is the responsibility of the Coordination Center. Other formats for delivering the case materials are acceptable if they have utility.
QUESTION 6 - If we provide homework, reference materials or additional instructional materials (e.g., documents, video recordings of didactic lessons, etc.) to supplement the case materials used in the 45 minutes to 1 hour of seat time, then will the Coordinating Center be
BAA-N01DA-15-4422 Page 3 of 4 responsible for making these supplementary materials 508 compliant? Are we responsible for making those 508 compliant? Will supplementary materials be made available for students and instructors on the NIH website in addition to the case materials comprising the 45-60 minutes of seat time?
ANSWER 6 – The Coordination Center will not be responsible for making extensive supplementary materials 508 compliant. The CoEPEs will be responsible for making the supplementary materials 508 compliant.
QUESTION 7 - May we deliver the Content Package in Office 2010 (e.g., Powerpoint 2010 and
Word 2010)? Can we submit the Content Package in a mix of Office 2007 and Office 2010 documents?
ANSWER 7 – Content packages can be delievered in Office 2010 or in a mixture of Office
2007 and Office 2010.
QUESTION 8 - It is stated in the answer to Question 33 for Amendment 02 that "ANSWER 33:
The Coordinating Center is responsible for making case scenarios and accompanying videos 508 compliant. It is the responsibility of the CoEPEs to make all other deliverables 508 compliant." Please define what "other deliverables" are if this is not meant to include the case scenarios or the accompanying videos.
ANSWER 8 – Other deliverables includes: monthly technical reports, annual technical reports; IT Security Reports including annual updates; invention statements and report of new and departing employees (A full list is found in Section F.2. with an explanation of each report in Section C.2.).
QUESTION 9 - Are we required to define in the proposal how Constitutional educational programs are provided on Constitution Day at our institution? Our institution holds annual
Constitution Day programs, but the type of programs vary from year to year thus we will not be able to address specifics.
ANSWER 9 – Offerors do not need to provide information on the Constitution Day activities for each of the possible contract years. Instead, if the Constitution Day requirement applies, Offerors should simply confirm that there is a Constitution Day plan is in place (or will be in place at contract award) and give examples of past Constitution
Day programs.
QUESTION 10 - What information is the subcontractor expected to provide for "information on their cognizant field audit offices”?
ANSWER 10 - If a subcontract has a cognizant field audit office, offerors should provide:
BAA-N01DA-15-4422 Page 4 of 4 the name of the field audit office; address of the field audit office; and the name of person at the field audit office who has dealt with the subcontractor (include their contact e-mail and phone number).
QUESTION 11 - The solicitation does not specify format or length for resumes, do we use the
NIH biosketch, and 2 page limit?
ANSWER 11 – It is up to the business judgment of the offeror to decide the format and length of the resumes to be submitted with their proposals.
QUESTION 12 - We have faculty that are contributing time and considering it part of their service obligation, and do not require salary release. Will these faculty be listed in attachment 4, or is this only for those seeking salary release?
ANSWER 12 – In attachment 4, Offerors should list all personnel that are proposed to be working on the contract. If the proposed personnel is not being directly paid under the contract input the amount for their direct labor as $0.00.
