PART IV. Statement on Use of Broad Agency Announcement (BAA) for this Solicitation NIDA has received feedback from potential offerors concerning increased length and proposal requirements of the solicitation for the NIH Pain Consortium Center for Excellence in Pain Education (CoEPEs) funding. The resulting funding will be provided through a Federal contract, not a grant. Because this is a Federal contract, there are additional legal requirements which are not present with grants. The contract vehicle gives NIH more direct control over the contractors’ activities. A contract funding vehicle is also beneficial to the contract awardee. Holding a contract diversifies the awardee funding pool, and the personnel working on the contract can add the experience to their resumes and curriculum vitae. Additionally, the contracts will give the awardee institutions valuable experience in Government contracting and provide performance feedback in the form of annual performance reviews that will be saved in a Government-wide database for about 3 years.
NIDA selected a BAA as opposed to a Request for Proposal (RFP) to solicit the CoEPEs contract. The BAA allows the offeror greater freedom and flexibility in the research they wish to pursue. The BAA requires the offeror to create the Statement of Work (SOW) which will be incorporated into the contract, as opposed to a RFP where the NIH creates the SOW and the offerors must meet the strict requirements of the SOW.
All other terms and conditions of the Broad Agency Announcement (BAA) remain unchanged.
