ENVIRONMENTAL REQUIREMENTS:

4.01.01: Hazardous Materials A. The Department of Military and Veterans' Affairs (DMVA) Construction and Facilities Management Office (CFMO) propose replace the roof, siding, exterior doors and exterior windows on Bryant Army Airfield (BAAF) Hangar 6 located on Joint Base Elmendorf-Richardson (JBER). Hangar 6 was constructed in 1976 and is a concrete block, steel framed structure with insulated metal paneling for siding. The original roof was a low-sloped hot mopped product consisting of bitumen (asphalt) and felt material that created a durable and waterproof layer. However, a 1996 Hangar 6 Re-Roofing project tested portions of the original roof for Asbestos Containing Material (ACM) and results came back positive. No abatement records could be found but design drawings indicated the Contractor would be abating the roof prior to installing the new roof. Plans show the roof was upgraded to be an Ethylene Propylene Diene Monomer (EPDM) roof.

Work for this Proposed action includes remove and disposal of existing roof materials (60 mil roofing membrane made from EPDM and any damaged substructure materials that from a previous 1996 roof replacement project are known to be ½” Oriented Strand Board (OSD), 5 ½” Type II Expanded Polystyrene Insulation, 10 mil Poly VR/AIR Barrier).

Contractor will install a new roof with similar or better materials, in accordance with appropriate Unified Facilities Criteria (UFC), Internal Building Codes (IBC) and any other applicable Federal, State, Local or Military requirements.

There are approximately 18 exterior doors and 9 exterior windows to be replaced with a similar or improved product.

New siding shall match existing color and material type. Per Army and National Guard Bureau policies and procedures, any proposed action with a federal connection is required to be evaluated for potential impacts to the environment and human health. Below are project specific requirements.

B. During roof material removal work, if any original hot moped product is encountered, it may contain asbestos. The metal clad fire doors and frames were identified as potentially containing friable asbestos per a 1996 Asbestos Containing Material Survey. If those doors are still in use and are going to be replaced, the following applies:

- Asbestos - Federal and State regulations require that all affected parts of a facility being renovated or demolished must be inspected by a state-certified inspector for the presence of asbestos-containing materials prior to beginning a renovation or demolition project; all regulated asbestos-containing material that will be disturbed as part of a renovation or demolition must be properly removed by state-certified individuals before beginning the project; all asbestos-containing waste material must be properly disposed of in an approved landfill; and the EPA Notification of Demolition and Renovation form must be submitted ten days prior to beginning any demolition activity, whether or not asbestos is present, and for a renovation activity, it must be submitted ten days prior to beginning the removal if more than 160 square feet of asbestos-containing surfacing material or more than 260 linear feet of asbestos-containing thermal system insulation will be disturbed.

C. The DMVA CFMO Environmental Section Hazardous Waste Program Manager does not anticipate any issues concerning reportable releases of hazardous substances as specified in 40 CFR 302 for the project. It is the Contractor’s responsibility to remove all construction debris and wastes generated from project activities in accordance with JBER, State, Federal and local regulations. All military, civilian, and Contractor personnel operating on JBER must abide by the most current version of the JBER Integrated Solid Waste Management Plan. Non-hazardous waste must be disposed at a permitted RCRA Subtitle D landfill. The Contractor must adhere to JBER’s Integrated Hazardous Material Plan due to DMVA and AKARNG being a tenant on Air Force land. If the Contractor has questions about waste disposal, reach out to JBER 673rd Non-Hazardous Solid Waste Program Manager at (907) 384-7854. A copy of the signed waste manifest must be sent to DMVA CFMO Environmental Section Hazardous Waste Program Manager (907-428-7182).

D. In the event of a spill, leak or any discharge of petroleum, oil, lubricants (POL), hazardous materials or hazardous waste during the contractor’s operations the contractor shall report the spill to the Alaska Department of Environmental Conservation according to 18 AAC 75. In the event of a spill as described above the contractor shall be held responsible for all fines, response and remediation as required by ADEC under 18 AAC 75. A reportable spill is defined in 18 AAC 75.300. The contractor shall notify the DMVA CFMO Environmental Section Water Resource Program Manager and the Project Manager in the event of a spill in addition to the above-mentioned reporting to ADEC.

ENVIRONMENTAL REQUIREMENTS:

E. Equipment, vehicles and spillable materials shall be staged and stored on impervious surfaces whenever possible.

Staging areas will be identified and provided to the BMS and Water Resource Program Manager prior to mobilization.

Secondary containment and drip pans shall be implemented to mitigate risk of spill from any of the contractor’s equipment, vehicle or materials. The contractor shall provide and maintain spill response supplies on site sufficient to manage any incidental releases caused from construction activities. Any erodible materials or waste materials that are stored outside shall be covered by plastic or a non-erodible material and secured. The Contractor shall use Best Management Practices to minimize fugitive dust emissions.
