About this file

This is Amendment No. 1 to RFP No. 75N93026R00008, issued by the National Institutes of Health (NIH) on July 7, 2026, for the "Immune Mechanisms of Protection Against Mycobacterium tuberculosis Center (IMPAc-TB)" research contract. The proposal submission deadline remains September 1, 2026, at 3:00 PM EST, with anticipated awards for two to three contracts on approximately September 29, 2027. The period of performance will commence on the award date. This amendment consists entirely of responses to 28 questions submitted by potential offerors regarding solicitation requirements and does not modify the underlying terms and conditions of the RFP.

The responses address key administrative and technical submission requirements including: Section K representations and certifications must be included in the business proposal despite prior electronic submission via SAM.gov; Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approval documentation should describe methods for obtaining and maintaining approvals, with IRB certification included if possible; curriculum vitae formatting must adhere to Attachment 1 requirements with flexible format options; prime contractors must submit small business subcontracting plans electronically through the HHS SBCX system, while subcontractor plans over $900,000 should reference compliance without separate submission; wage rate determinations must be locality-based per FAR Clause 52.222-41; proposed budget items include $300,000 annually for cross-contract collaborative studies (years two through five), maximum three staff for scientific meeting attendance per contract year, and two total site visits across the contract life with no traveler limit; foreign subcontractors and subsites are permitted without restrictions and do not require representations, certifications, or additional documentation; and biosketches/CVs may use customized formats provided formatting requirements are met, with SciENcv not mandatory. The responses also clarify that annual cost escalation for market-based items is permissible, only one justification is required for costs spanning multiple option years, and certified cost or pricing data requirements will be determined post-proposal receipt.
