About this file
This is an attachment to a Broad Agency Announcement (BAA 75N93026R00004) providing additional business proposal instructions and uniform cost assumptions for a contract titled "Development of Radiological/Nuclear Medical Countermeasures (MCMs) and Biodosimetry Devices." The document specifies that offerors must structure their business proposals according to five sections: a proposal cover sheet using NIH Form 2043; cost or price support documentation as detailed in Section L of the BAA; uniform cost assumptions; options budgeted separately; and a table of contents for required Section L documentation.
The uniform cost assumptions require offerors to provide line-item cost breakdowns including direct labor, direct materials, animal costs with housing, subcontracts, consultants, and travel. Proposals must include cost estimates aligned with identified deliverables and milestones, supported by a detailed Gantt chart showing timelines, tasks, subtasks, and budgets to the subtask level. Travel costs must be itemized separately and include: one contract initiation meeting in Rockville, Maryland (two-night stay); annual one-day site visits at contractor facilities with up to four collaborators; annual half-day programmatic meetings in Rockville, Maryland with up to five contractor and subcontractor personnel; one three- to five-day scientific meeting per year for up to two personnel with a formal presentation role; and up to two-day subcontractor site visits annually for up to three contractor personnel. The document specifies that no Government Furnished Property is offered for this acquisition and that purchase of such property will not be authorized as a direct charge.
