BROAD AGENCY ANNOUNCEMENT 11-RD-02

HIGH ENERGY LASER - JOINT TECHNOLOGY OFFICE (HEL-JTO)

FULL PROPOSAL PREPARATION AND SUBMISSION

Attachment C

Full Proposal: Full proposals requested after the evaluation of white papers shall consist of a technical proposal (oral presentation), Contractor Statement of Work (CSOW), cost and business proposals. Full proposals and the oral presentations of the full proposals should discuss both a Year 1 and Year 2 program for evaluation purposes, if applicable, but with the understanding that only the initial Task Order will be awarded for one-year.

1. The full cost proposal is to address the Year 1 tasks only from the accepted white paper. A Rough Order of Magnitude (ROM) only shall be included for the Year 2 effort.

2. Composition: The full proposal shall consist of six (6) parts:

a. Proposal Cover Page (Use template provided) (No cover letter required)

b. Technical Proposal (Oral Presentation)

c. CSOW

d. Cost Proposal

e. Business Proposal

f. Letter of Intent from Agency to Use Government Facilities – if applicable

3. CD-R: All documents shall be prepared electronically in Microsoft Office format. THE PROPOSAL SHALL BE RECORDED ON A SINGLE CD-R in accordance with the Government Request for Full Proposal. Record each part of the full proposal (see paragraph 2 above) as distinct documents, properly named, on the CD-R. Label CD-R as follows:

(1) BAA Number

(2) HEL-JTO Tracking Number (as shown on request for full proposal)

(3) Technical Topic Area, and sub-area, as applicable

(4) Lead Offeror’s (Company) Name

(5) Project Title (to correspond exactly to the project title used on the coversheets of each proposal component and technical topic/sub-topic area number)

(6) Date of Submission

(7) Contact information

4. Paper copies: One original paper copy of the Proposal Cover Page, CSOW, Cost, and Business proposals is required. Fifteen (15) paper copies of the Oral Presentation (PowerPoint or PDF) are required. Each slide shall have a page number in the bottom right margin. The page number should be visible when projected. The Oral Presentations shall be printed in handout format – 2 slides per side, double-sided, 3-hole punched for insertion into a binder. DO NOT PROVIDE BINDERS. No other paper copies are required.

5. Submittal: Mail or hand carry 3 labeled CD-Rs and paper copies containing the full proposal package to: Contracting Officer, HEL-JTO, 801 University Blvd SE, Suite 209, Albuquerque, NM 87106, such that it is received NLT 12:00 p.m. Mountain Daylight Time (MDT) on the specified proposal submission date set forth in the Request for Full Proposal. If submitting by overnight express mailing (FedEx, DHL overnight), point of contact is Nancy Wilson, 505-248-8200. NOTE: Do not submit by any means such that delivery will be made before 8:00 a.m. MDT. If submitting by multiple methods indicate primary and duplicate copies to avoid confusion. Proposal documents sent to any other address are ineligible for award. Full Proposals for FAR contracts sent via facsimile or other electronic means will not be accepted. No receipt information will be provided. The HEL-JTO will not accept classified white papers.

6. Restrictive Marking: Presentations or other submittals containing data that is not to be disclosed to the public for any purpose or used by the government except for evaluation purposes shall be marked as follows:

(1) Mark the title page with the following legend:

This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this offeror as a result of -- or in connection with -- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]; and

(2) Mark each sheet of data it wishes to restrict with the following legend:

Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.

This marking may be in Arial font size 8 and shall be at the bottom only of each applicable page.

7. INSTRUCTIONS FOR FULL PROPOSAL COMPOSITION:

a. COVER PAGE: Use attached template.

b. TECHNICAL PROPOSAL: The Technical Proposal shall consist of the Oral Presentation for the proposed Task Order 0001 related to the accepted white paper. Only the Oral Presentation will be evaluated for selection purposes.

(1) ORAL PRESENTATION: The Government will notify offerors in writing about the time and date for their oral briefing. Currently the briefings are scheduled for December 2012. Those companies whose papers are selected for oral presentation will be contacted to present a 40-minute PowerPoint briefing describing the effort proposed in the white paper. A 20-minute session to address government questions will follow the presentation. The Government will strictly enforce the presentation time limits. The contractor should arrive 15 minutes prior to the notified time. All presentations will occur in Albuquerque, NM, using Government-furnished equipment. The contractor shall conduct the presentation in person. Each team is limited to three individuals to be present during the formal briefing, who may be major subcontractors, but not proposal consultants or proposal writers.

(2) ORAL PRESENTATION FORMAT: Separate the PowerPoint or PDF document on the CD-R for operation on a standard PC. Any multimedia content should be in MPEG format, AVOID AVI and MP4 formats.

(a) Page Limitation: None for briefing charts – The only limitation is the 40 minute presentation time.

(b) Changes to Presentation: Prohibited after formal submission.

1.0. High Energy Laser (HEL) REQUIREMENT: Specify the HEL requirement identified in the “Statement of Problem/Objective” Section in functional terms.

2.0. S&T CHALLENGE: Describe the new and innovative technology or technology breakthrough that permits fulfillment of the HEL requirement stated in 1.0.

3.0 OBJECTIVES AND GOALS: Identify the objectives for a successful project.

4.0. MILITARY UTILITY AND SERVICE APPLICATION: Explain how this technology will be useful to the military and which services might find it useful.

5.0. TECHNICAL APPROACH: Provide as much technical detail and analysis as is necessary or useful to support the technical approach and methodology being proposed. The proposed technical approach (including the advanced technology development nature of the work) shall be described in as much detail as is necessary or useful to establish confidence in the approach to achieve one or more of the technology goals outlined in Attachment A. The offeror may present tradeoff analyses supported by theory, simulation, modeling, experimental data, or other sound engineering and scientific practices. If the offeror has a “new and innovative” solution to the need, that solution shall be developed and analyzed in this section such that its feasibility can be assessed. Clearly identify the specific tasks to be performed to reach the objectives of the research.

6.0. RISK ASSESSEMENT AND MITIGATION: The proposal evaluators will make technical, cost, and schedule risk assessments using information provided by the offeror in the oral presentation. In this section offerors shall present their own identification of risk factors and make their own risk assessment. Critical technologies shall be identified along with their impact on the overall program as well as risk mitigation strategies. This section shall include identification of hazardous materials and/or ozone depleting substances inherent to the effort.

7.0. PROGRAM SCHEDULE: The program schedule represents the offeror’s commitment to perform the basic program tasks in an orderly, timely manner. Convey the program schedule using a timeline chart showing all major tasks and subtasks, milestones, decision gates, reviews, technical interchange meetings, demonstrations, tests, product deliveries, and overall period of performance (anticipated start date is February 16, 2010, with a technical period of performance not to exceed 12 months, plus an additional 90 days for preparation, review and acceptance of a final report) for the proposed Task Order 0001. The timeline shall include: 1) a kickoff meeting at the contractor’s facility after submission and review of the Program Plan; 2) a status brief to include proposed Year 2 effort near the end of the initial task order to be held in Albuquerque, NM, one (1) trip anticipated for December 2012; and 3) the HEL-JTO Annual Review to be held in Albuquerque, NM, May 2013.

8.0. PRODUCT(S): Identify all intermediate and final deliverables for all effort. Fully describe each deliverable and its relation to the overall project goals along with the benefit and value of products/solutions to DoD HEL applications.

9.0 GOVERNMENT FURNISHED PROPERTY: Identify Government furnished equipment, facilities and/or information required to execute the task proposed. If the proposed work involves use of Government-developed technologies, concepts, or facilities, the effort/teaming must be described in the CSOW and documented in a signed letter of intent, with costs identified in agreement, between the parties, Government and contractor involved. The CSOW must clearly indicate which task(s) are to be performed by the offeror and which task(s) are to be performed by the government. Nothing in the BAA obligates the Government to agree to provide any proposed GFP.

10.0. COST: A cost synopsis of the Cost Proposal for the first task order shall be presented. Cost shall be itemized by major expenses (i.e. labor, material, travel and each major subcontractor) and by tasks relative to the effort. Show separate costs for each severable task. Each task is to be fully loaded, inclusive of program management. The cost of the government property/ equipment/facilities shall be included in the cost estimate, below the total cost plus fee.

11.0. PROGRAM ORGANIZATION: In this section, the offerors shall present how they will be organized to conduct the proposed project, and to address difficult technical issues. Any pertinent or useful information may be included in this section, but a minimum recommended response shall address the following: 1) organization chart(s) with key personnel, including prime offeror and team member organization charts; 2) description of key collaborations, teaming arrangements and/or subcontractor arrangements; 3) management and technical team composition including; a) identification of a single overall Principle Investigator (PI); and b) identification of a collaborator(s) for each major work effort in the project.

12.0. QUALIFICATIONS: Brief description of offeror’s relevant past and present experience (both technical and management), personnel ability, and any capabilities or facilities the offeror has that are uniquely supportive of the technology to be pursued. This shall list any relevant Internal Research and Development (IRAD) efforts or contracts over the last five years.

13.0. PROPOSED Year 2 FOLLOW-ON TASK ORDER: The offeror shall briefly address potential follow-on effort to the proposed Year 1 effort (Task Order 0001). The offeror shall include a rough order of magnitude (ROM) estimate for the follow-on effort.

c. CONTRACTOR STATEMENT OF WORK (CSOW): Include a CSOW detailing the technical tasks to be accomplished under the proposed Year 1 effort (Task Order 0001) suitable for contract incorporation (no proprietary legends). Recommended CSOW format is set forth in Attachment E of this solicitation.

d. COST PROPOSAL: Separate the proposal into a cost proposal and a business proposal. See Attachments D and D.1 for Cost Proposal Instructions The cost proposal shall be submitted in IBM PC compatible format, Microsoft Excel (or compatible Excel version) files, to include all cell formulas, covering the entire period of performance, anticipated start date for proposed work will be February 15, 2012, and will not exceed 12 months for the technical period of performance, plus a total of 90 days for the preparation, review and acceptance of the final report. The cost proposal shall be a separate document on the CD-R. Affordability will be the criteria used for initial selection/negotiation in the evaluation criteria for full proposals. Provide a cost breakout and a cost/schedule timeline for the proposed Year 1 (Task Order 0001), by fully severable technical task efforts inclusive of program management and other costs in each task in the event of funding constraints (program management is not considered a separate task but is integral within each task). The maximum order amount for the proposed Year 1 (Task Order 0001) is dependent on the technical topic area and is shown below:

The full cost breakout shall delineate all costs at the task level. The schedule shall provide a resolution of each phase/task tied to key milestones identified in the technical proposal and CSOW. The proposal shall include a financial and schedule baseline. If the proposed effort is to be leveraged against on-going or planned efforts, indicate how the efforts are related and how they will be kept separate and identifiable. The cost proposal shall include detailed supporting cost schedules and breakdowns for the tasks identified in the CSOW and in total. The cost proposal shall include travel for (1) one trip (1) for review near the end of the first task order for project status and proposed follow-on task order (0002) in Albuquerque, NM, anticipated for December 2012 and (2) one trip for the HEL-JTO Annual Review in May 2013 in Albuquerque, NM. No other conferences or symposiums will be authorized unless specifically directed by the HEL-JTO. Identify projected labor skill categories (in man-years) required to accomplish each phase or task. Cost proposals shall be prepared in accordance with the instructions in Attachment D, Cost Proposal Instructions.

e. BUSINESS PROPOSAL shall contain all business aspects to the proposed contractual arrangement, any unique terms and conditions, any exceptions to terms and conditions, and any information not technically related. Rationale shall be provided for exceptions. As a goal, offerors are requested to keep the business section to 10 pages, exclusive of (1), (2), (3), (4), and (5) listed below. This section should include the following items as appropriate.

(1) A large business offeror shall be required to submit a subcontracting plan based on any proposed Task Order 0001 ceiling of greater than $650,000.00.

(2) The “Administrative Access to Proprietary Information” consent provision (Attachment F) shall be signed and included in this section of the proposal.

(3) The “Use of Non-Government Advisors” consent at Attachment I shall be signed and included in this section of the proposal.

(4) DoD policy, per DFARS 227.7103-1, is to acquire only the technical data and the rights in that data, necessary to satisfy government needs. The Government anticipates receiving, as a minimum, “Government Purpose Rights” to technical data developed under contracts awarded based on proposals received in response to this announcement. Data rights offered other than “Unlimited Rights,” as defined in DFARS 227.7103-5, should be identified in DFARS clause 252.227-7017, Identification and Assertion of Use, Release, or Disclosure Restrictions, and addressed in the business section of the proposal. (Attachment G)

(5) Prospective offerors are to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA). Offerors shall complete and provide those representations and certifications identified in the ORCA as “XXX Company has elected not to complete this provision. Information pertaining to this provision, when required, must be submitted to the Government with individual offers/proposals.” Offerors can complete electronic annual representations and certifications at http://www.bpn.gov in conjunction with the required registration in the Central Contractor Registration (CCR) database. All offerors must complete the applicable local representations and certifications found at Attachment G.

(6) Prospective offers are to identify any foreign nationals that are anticipated to be working on the project, both at the contractor and subcontractor level. Information required includes, but is not limited to, place of origin, current status (copy of documentation required), and a statement of the work to be performed and why the individual(s) are necessary.

(7) If the proposed work involves use of government-developed technologies, concepts, facilities, equipment, etc, a signed memorandum of agreement between the parties must be provided.

(8) Completed Proposal Content Checklist. Failure to provide a complete proposal may result in a determination that the proposal is non-responsive and may be eliminated from consideration for award. See attached.

(9) Offerors who have forward pricing rate agreements (FPRAs) and forward pricing rate recommendations (FPRRs) should submit them with their proposal.
