TECHNOLOGY RESEARCH, INTEGRATION, AND
DEMONSTRATION (TRIAD) PROGRAM
STATEMENT OF WORK
1.0 Scope
1.1 Background. The Structures Division of the Air Vehicles Directorate (AFRL/RBS) plans, directs, manages, and performs basic research, exploratory development, and advanced development in aerospace vehicle structural design, structural technology integration, analytical structural mechanics, structural dynamics, sustainment, and extreme combined environment structures to solve critical structural problems on fixed-wing aerospace vehicles. This statement of work (SOW) describes the basic requirements that shall apply to the individual Task Orders that are placed under the Technology Research, Integration, and Demonstration (TRIAD) Program. The applicability of these requirements and any other specific requirements shall be as set forth in each individual Task Order.
1.2 Objective. The objective of the TRIAD Program is to conduct basic, applied, advanced, and demonstration/validation research to develop, demonstrate, integrate, and transition new aerospace vehicle structures technologies to the warfighter. These structures technologies will provide cost effective, survivable aerospace vehicle platforms capable of accurate delivery of weapons and cargo worldwide. Task Orders shall be used to conduct basic, applied, advanced, and demonstration/validation research and technology development in the following AFRL/RBS technical competencies: Structural Response Prediction, Structural Life Forecasting, Structural Integrity, Geometry Modeling and Design, Multidisciplinary Modeling and Analysis, Adaptive Structures, Multifunctional Structures, Hybrid Structures, Thermal Structures, and Experimental Validation. Research and technology development in these technical competencies may require the use of technology demonstration vehicles, ground test facilities, flight test facilities, and/or laboratory experiments to develop, analyze, and assess aerospace vehicle structures technologies for transition to the warfighter.
1.3 General Directions
1.3.1 The TRIAD Program shall be executed on a Task Order by Task Order basis with each Task Order being a standalone effort with unique and standalone requirements, period of performance, funding, and deliverables.
1.3.2 The work covered in this SOW is for the total TRIAD Program (i.e. TRIAD basic program).
1.3.3 If there is a conflict between a Task Order SOW and the basic program SOW, the Task Order SOW shall take precedence.
1.3.4 Funding is not provided for the TRIAD basic program. Rather, all funding is provided through Task Orders.
1.3.5 Offeror developed software shall be provided in accordance with the requirements specified within individual Task Orders.
1.3.6 Offeror developed hardware shall be provided in accordance with the requirements specified within individual Task Orders.
1.3.7 The work performed on the TRIAD Program shall be restricted to the unclassified domain.
2.0 Applicable Documents. Not Applicable.
3.0 Requirements
3.1 The Offeror shall be the Prime Contractor for all TRIAD Program Task Orders assigned to the Offeror.
3.2 The Offeror shall furnish the necessary personnel, material, and travel to accomplish and effectively manage the basic, applied, advanced, and demonstration/validation research and development (R&D) work specified within individual Task Orders.
3.3 The Offeror shall access a broad range of technical disciplines, planning, scientific and technical expertise, and facilities in order to accomplish Task Order objectives.
3.4 The Offeror shall perform R&D Task Orders that support the ten AFRL/RBS technical competencies.
3.4.1 The Offeror shall perform technical tasks within the Structural Response Prediction technical competency that are focused on the R&D of technologies that identify fluid-thermal-structural coupling requirements necessary for performance predictions in extreme environments.
3.4.2 The Offeror shall perform technical tasks within the Structural Life Forecasting technical competency that are focused on the R&D of technologies that develop techniques to forecast the remaining useful life of aircraft structures.
3.4.3 The Offeror shall perform technical tasks within the Structural Integrity technical competency that are focused on the R&D of technologies that develop techniques to extend the remaining useful life of metallic, composite, and hybrid aircraft structures.
3.4.4 The Offeror shall perform technical tasks within the Geometry Modeling and Design technical competency that are focused on the R&D of technologies that develop efficient modeling methods to enable system design that captures all the relevant physics driving the design, and develop design space exploration methods to produce optimal and robust design solutions.
3.4.5 The Offeror shall perform technical tasks within the Multidisciplinary Modeling and Analysis technical competency that are focused on the R&D of technologies that develop flexible, cost-effective, and risk-quantified methods for analyzing physics to enable system design and technology validation.
3.4.6 The Offeror shall perform technical tasks within the Adaptive Structures technical competency that are focused on the R&D of technologies that develop revolutionary aerospace structures capable of adapting to environmental and mission changes.
3.4.7 The Offeror shall perform technical tasks within the Multifunctional Structures technical competency that are focused on the R&D of technologies that increase mission effectiveness by utilizing structures as an integral host for a variety of functions that improve or enable new system capabilities.
3.4.8 The Offeror shall perform technical tasks within the Hybrid Structures technical competency that are focused on the R&D of technologies that develop design concepts, methods, and tools that will allow the optimal use of traditional metallic materials, non-traditional metallic materials, ceramics, and polymer composite materials.
3.4.9 The Offeror shall perform technical tasks within the Thermal Structures technical competency that are focused on the R&D of technologies that develop structural concepts that permit rapid-turn, affordable, all weather space access and hypersonic cruise vehicle operations.
3.4.10 The Offeror shall perform technical tasks within the Experimental Validation technical competency that are focused on the R&D of technologies that develop accurate and repeatable structural test and structural response measurement systems, innovative control and data acquisition techniques/systems, and methods to impose representative aerospace vehicle flight conditions during ground test validation activities.
4.0 Management, Reporting and Deliverables
4.1 Program Management. The Offeror shall establish and maintain a management review program for TRIAD Program Task Orders. The Offeror shall assign a Program Manager to each Task Order to manage cost, schedule, performance and technical issues associated with each Task Order.
4.2 Reporting. The Offeror shall provide a written final report that documents the activities and results of each Task Order. Other reporting requirements shall be fulfilled in accordance with the requirements specified within individual Task Orders.
4.3 Deliverables. The Offeror shall provide TRIAD Program deliverables in accordance with the requirements of each Task Order. The following list of deliverables represents the total available for consideration by the Government for application under each Task Order. Additional CDRL items may be added at the mutual agreement of the Offeror and the Government on Task Order by Task Order basis:
