Amendment 1

Federal Agency Name: Air Force Research Laboratory, AFRL/RB Air Vehicles Directorate

Broad Agency Announcement Title: Technology Research, Integration, and Demonstration (TRIAD) Program

This Amendment is for the following clarifications:

1) Questions and Answers: Q&As are provided in the following paragraphs for clarification purposes.

2) As a result of the Questions and Answers, the following paragraphs are revised.

a. Proposal Due Date and Time: The proposal due date is hereby extended from 25 July 2011, 1:00 P.M. EST Time to 5 August 2011, 1:00 P.M. EST Time. Note that only the Proposal due date has changed; all other information contained in this paragraph remains the same.

b. Section IV (3)(b)(h) is changed to read: “The proposal page limit does not include the offeror’s proposed Statement of Work (SOW); however, the same formatting rules apply to the SOW, which is limited to 10 pages for the Basic Proposal and 10 pages for each individual Task Order.”

c. Section VIII(6) Ombudsman is changed to read: “The Ombudsman clause, AFFARS 5352.201-9101 Ombudsman (Aug 2005) will be contained in any contracts or agreements resulting from this Solicitation. The AFRL Ombudsman is Ms Barbara G. Gehrs, Director of Contracting, AFRL/PK, (937) 904-4407, email: Barbara.Gehrs@wpafb.af.mil.”

NO OTHER CHANGES ARE BEING ACCOMPLISHED BY THIS AMENDMENT.

3) Questions and Answers are provided as follows:

Question 1:

Question: What kind of coupon-level/basic material properties data will be available?

Answer: Assume a full set of material properties data ranging from temperature dependent properties (i.e. modulus, strength, etc.) to creep and CTE.

Question 2:

Question: Under LCLWHSS program, will any of the tests involve thermoacoustics (for example-static pi joint pull off under thermo-acoustics)?

Answer: Possibly, there may be some thermo-acoustic testing at the component level.

Question 3:

Question: Under LCLWHSS program, will there be "creep"-type test at-environment to assess design margins over anticipated airframe life hours? For example, will the pi joints or scarf joints be held at certain load at temperature and oxygen content?

Answer: Creep testing at the material specimen level is expected but not at the subelement level.

Question 4:

Question: Will the global model also include temperature distribution or will we need to generate on based on thermal boundary conditions?

Answer: There will be proprietary thermal and mechanical global models that the Government will have to run.

Question 5:

Question: What FEM code will the global model be based on?

Answer: ABAQUS and Nastran

Question 6: For T.O. 0002, does the scope include developing and making the coupons, making them according to AFRL specs, or testing ones that are provided?

Answer: The contractor would be required to procure the materials and fabricate all of the test coupons according to the specifications shown in Table 1 of the SOO.

Question 7: The page limit on the SOW for the basic contract and the three task orders is 10 pages. Am I correct in saying that the total page count for the four SOWs is 40 (10 for the basic and 10 each for the three task orders)?

Answer: With this amendment, we are changing the sentence under Section IV (3)(b)(h) to read as follows: “The proposal page limit does not include the offeror’s proposed Statement of Work (SOW); however, the same formatting rules apply to the SOW, which is limited to 10 pages for the Basic Proposal and 10 pages for each individual Task Order.”

Question 8: What are the capabilities inherent in AFRL/RBS if we were to use them for experimental work? What are the charges we can expect? Will the facilities be provided free of charge?

Answer: Testing conducted under T.O. 0002 is expected to be performed in commercial or private test facilities, not within AFRL.

Question 9: Do the FAR 52.408 (n)(1) & 52.408 (n)(2), provisions 52.215-22 apply to a small business?

Answer: Yes they do apply to small business.

Question 10: The initial task orders have FY11 funding. However, the contract will not be awarded until the beginning of FY12. How will the funding work? I assume the FY11 funding listed is actually 2nd year RDT&E funding since it won’t be committed/obligated/expended until FY12. Please clarify.

Answer: As stated under Section II (2), the anticipated funding is stated in (a) through (e) and is a Government estimate only. This requirement was identified in FY11. The contract number would need to reflect FY 12.

Question 11: Regarding Task Order 0002, there is some testing that the vendor will have to do. At what temperature will the tests be performed? The only temperatures given are as a range (i.e., 2000 to 3000degF). Please clarify.

Answer: Elevated temperature testing is not a requirement. Should the vendor determine that elevated temperature material properties are critical to the foam-core structure’s performance; such testing could be performed at the vendor’s discretion. The temperature range described was for background information only.

Question 12: Regarding Task Order 0002, Task 2a, will foam material testing be limited to working with C-C skins only, or are other configuration/materials intended? Please clarify.

Answer: The skin material choice is at the discretion of the vendor and is expected to be chosen with some consideration to what foam material is selected, for compatibility. The skin material must be a carbon-based high-temperature composite such as, but not limited to, carbon-carbon or carbon-silicon-carbidge.

Question 13: It is our understanding that Figures in each Proposal are construed by the Government in the same manner as illustrations, flowcharts, drawings etc.. in the sense that the Figures do not have to comply with Font Size, Double Spacing etc. (This is in reference to Section IV (3)(b)(f) of the BAA)?

Answer: As referenced in Section IV (3) (b) (f), it is stated that the font and line spacing requirement do not have to be followed for illustrations, flowcharts, drawing, and diagrams. Therefore, since figures are not included in this statement then they must comply with all font size and line spacing requirements listed herein.
