About this file

The provided document is a set of Questions and Answers related to a White Paper Call announced by the U.S. Army Combat Capabilities Development Command (DEVCOM) C5ISR Center, Research and Technology Integration (RTI) Directorate. The call is for Topic #FC-05 from a broader Broad Agency Announcement (BAA), titled "PNT Enablers and Modular Open System Architectures (MOSA) for Complementary & Assured Navigation Modules."

The Q&A document addresses questions about available reference systems, computer platforms for mounted applications, and the details outlined in the call regarding Level 1 and Level 2 white papers. The reference systems and demonstrable compute resources are outlined in a separate controlled document, access to which is restricted. The call is seeking advanced technology development solutions, not specific system/hardware proposals. No further details on required products, services, response dates, award dates, pricing, or set-asides are provided in this Q&A document.

QuestionTPOC Response
What dismounted and mounted reference systems are available for PNT?Documentation and information supporting this call for whitepaper are outlined in the References section of the announcement under the 'Reference Systems for Module Development' which has access control restrictions. Follow guidance written in the 'Access to additional technical details' section prior.
What computer platforms are available for mounted applications? As an Advanced Technology Development effort specific system/hardware resource requirements are not explicitly outlined. Also, see the 'Reference Systems for Module Development' controlled document as demonstrable compute resources can be inferred.
On Pages 4-5, the call discusses Level 1 (<3 months), Level 2 (<10 months), and Level 3 (>12 months) proposal efforts. Later on Page 5, the call says the government intends to make multiple awards with a period of performance of 18 months. Can you please clarify the desired Period of Performance that performers should propose, particularly if they are proposing a Level 1 or Level 2 effort?Appropriations allotted for this call for white paper should not exceed a period of performance of 18 months. The levels of Effort and Costs outlined in the 'Anticipated Funding' section are tiered based on the proposed Module's Technology Readiness for demonstration with/in the described Reference System(s).
On Page 3, the call states that technical approach should leverage the following structure: Phase 1 (reference document review and strategy development), Phase 2 (capability development, maturation, and integration), and Phase 3 (test, demonstration, and final documentation). Is the intent that Phase 1 should be the base period, with Phase 2 and Phase 3 proposed as options? Would this be the case even if a shorter Level 1 or Level 2 effort is proposed that should only take between 3 – 10 months?Base and Optional Period(s) of Performance described are at the discretion of the Submitter. A Module's Technology Readiness may be refined enough begin at a higher phased Technical Approach.
