About this file
This is a Statement of Objectives (SOO) for the Missouri National Guard AVCRAD to procure a Heated Chemical Paint Removal System or Ultrasonically Activated De-Paint (UADP) System. The procurement seeks an environmentally friendly paint removal solution with a maximum budget of $235,000.00 that includes procurement, delivery, installation, testing, and operational training. The system will be installed at the MO AVCRAD facility located at 5250 West Depot Road, Springfield, Missouri 65803, and must accommodate a maximum footprint of 100 square feet.
The successful contractor shall deliver a paint removal system meeting seven primary performance objectives: (1) environmental safety by reducing or eliminating hazardous chemicals, solvents, VOCs, and hazardous waste; (2) operational efficiency capable of removing various aircraft paints and primers, including epoxies and CARC polyurethanes, within efficient timeframes; (3) substrate preservation ensuring no corrosion, pitting, embrittlement, or damage to aluminum and composite materials; (4) worker safety through minimized exposure to hazardous materials using a contained process; (5) waste management with easy collection, filtration, and disposal of paint residue while minimizing disposal costs; (6) system compatibility with a range of aircraft components and materials; and (7) cost-effectiveness delivering favorable return on investment through reduced chemical and disposal costs and increased operational efficiency. The complete system must include all necessary equipment such as heated chemical baths, ultrasonic activation, filtration systems, and appropriate controls and safety features. Any proposed chemical solutions must comply with federal, state, and local environmental and safety regulations, and the contractor must provide comprehensive training for operators and maintenance personnel.

Statement of Objectives (SOO)
Missouri National Guard AVCRAD Heated Immersion Paint Removal System
This SOO outlines the requirements for procuring an environmentally friendly Heated Chemical Paint Removal System or Ultrasonically Activated De-Paint (UADP) System. The successful solution will provide a safe, efficient, and effective method for removing paint from aircraft components, adhering to environmental regulations and promoting a healthier work environment. This SOO outlines the overarching goals and desired performance outcomes, allowing vendors to quote innovative solutions, such as a Heated Chemical or Ultrasonically Activated De-Paint System.
1.0 Purpose
To acquire and implement an advanced paint removal system that eliminates or minimizes the use of hazardous chemicals, reduces operational costs, and increases the efficiency and safety of aircraft component maintenance and overhaul processes. The system must accommodate a variety of aircraft components and substrate materials.
2.0 Scope
The scope of this effort includes procurement, delivery, installation, testing, and operational training for a new paint removal system. The system must be capable of removing paint from aircraft components of varying sizes and material composition, including aluminum and composite alloys, without causing damage to the underlying substrate. The total budget for this procurement shall not exceed $235,000.00.
3.0 Background
Current paint removal operations rely on traditional chemical stripping methods that utilize hazardous materials like methylene chloride. These methods pose significant health risks to personnel, generate high volumes of hazardous waste, and incur substantial disposal costs. The MO AVCRAD needs an alternative method that reduces hazardous material management and disposal costs, improves worker safety, and maintains the integrity of delicate aircraft substrates like aluminum and magnesium alloys.
4.0 Performance Objectives
The successful contractor shall provide a paint removal system that meets the following objectives:
• Environmental safety: Provide an environmentally friendly solution that significantly reduces or eliminates hazardous chemicals and solvents, Volatile Organic Compounds (VOCs), and hazardous waste generated during the paint removal process.
• Operational efficiency: Deliver a system capable of effectively removing various types of aircraft paint and primers, such as epoxies and Chemical Agent Resistant Coating (CARC) polyurethanes, from components within an efficient timeframe.
• Substrate preservation: Ensure the system does not cause corrosion, pitting, embrittlement or other damage to aircraft component substrates, including sensitive aluminum and composite materials.
• Worker safety: Minimize operator exposure to hazardous materials and processes, thereby improving occupational health conditions. The system should feature a contained process to further reduce risk.
• Waste management: Incorporate features that facilitate the easy and safe collection, filtration, and disposal of paint residue. The system should also minimize waste volume and related disposal costs.
• System compatibility: The proposed system should be compatible with a range of aircraft components and materials used in maintenance and overhaul operations.
• Cost-effectiveness: Deliver a solution that provides a favorable return on investment through reduced chemical and waste disposal costs and increased operational efficiency.
• Full system functionality: Provide a complete system that includes all necessary equipment for installation and operation. The solution may also incorporate features such as heated chemical baths, ultrasonic activation, filtration, and appropriate controls and safety features.
5.0 Operating Constraints
• The total cost of the system, including procurement, delivery, installation, and training, must not exceed $235,000.00.
• The system will be installed and operated at the MO AVCRAD facility located at 5250 West Depot Road, Springfield MO 65803.
• Any proposed chemical solutions must have an acceptable environmental and safety profile, as defined by relevant federal, state, and local regulations.
• The contractor must provide comprehensive training for operators and maintenance personnel on the proper use and upkeep of the system.
• The system should require a maximum footprint of 100 square feet.
