About this file
This is a Sole Source Justification memorandum for the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) to acquire one MAX300-LG Laboratory Grade Mass Spectrometer Analyzer from Process Insights – Extrel CMS LLC. The procurement includes the mass spectrometer along with necessary components such as power supply, inlet systems, detectors, pumps, software, and a 3-day startup/commissioning service.
The justification cites 10 U.S.C. 2304(c)(1) stating Process Insights – Extrel CMS LLC is the only responsible source that can meet requirements. The Navy Experimental Diving Unit (NEDU) requires this specific analyzer to capture time-critical gas measurements (O2, CO2, N2, He and Argon) for divers during research protocols. Key technical requirements include a uniquely designed quick-replace inlet, dual filament ionizer, high compression turbo molecular pump, fail-safe interlock system, and mass range of 1-250 amu with dual Faraday/Electron Multiplier detector providing 10 ppb to 100% range. The procurement will use simplified acquisition procedures, with value above micro-purchase but below simplified acquisition threshold. The requirement will be synopsized on SAM.gov.

This acquisition will be conducted using simplified acquisition procedures. --REDACTED--
The Government's minimum needs have been verified by the certifying technical and requirements personnel. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold. --REDACTED-- This memo does not authorize acquisition for other requirements. --REDACTED--
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1) - Only One Responsible Source and No Other Supplies or Services
Will Satisfy Agency Requirements FAR 6.302-1.
The equipment listed above has been provided by Process Insights – Extrel CMS LLC through previous awards. Continuing usage of Process Insights – Extrel CMS LLC mass spectrometers offers compatibility and integration benefits that make Extrel uniquely qualified to meet the government’s requirement for a new mass spectrometer. Additionally, the Navy Experimental
Diving Unit (NEDU) uses the MAX300-LG (Laboratory Grade Mass Spectrometer Analyzer) to capture time critical, content essential diver's gas (O2, CO2, N2, He and Argon) measurements while at depth during a research protocol. Specifications are: A uniquely designed inlet that enables replacement in seconds without the need for tedious alignment procedures; Dual filament ionizer (one filament is utilized for operation while the second filament acts as a spare); High compression turbo molecular pump with molecular drag; A "Fail safe" interlock protects the system against a power failure or sudden vacuum loss. The vacuum chamber is also equipped with a vacuum gauge and an auto vent assembly; and a Mass range from 1-250 amu (optional
300 amu) with the capability to monitor gases and vapors with fragment masses that fall within that range using a standard dual Faraday/Electron Multiplier detector providing a range from 10 parts per billion (ppb) to 100%. NEDU must maintain optimal performance from the analyzer and minimal delay in emergency situations. This is a propriety mass spectrometer; other sources do not have the rights, equipment to manufacturer, or provide these listed systems.
The cost to recertify the entire system includes updating drawings and documentation, re-baselining the system, generating the ECP, and retesting end-to-end functionality. --
REDACTED--
As such, the Government does not expect significant savings through competition and it is more advantageous to the Government to award on a sole source basis to Process Insights – Extrel
CMS LLC the acquisition of a new MAX300-LG Laboratory Gas Analyzer system.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Process Insights – Extrel CMS LLC is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov. --REDACTED--
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Process Insights – Extrel CMS LLC is the only source of equipment that can meet the Government’s needs.
