About this file

This justification document is for the procurement of HH-UH60M Airframe Repair Toolkits on a sole-source basis from Snap-On due to its proprietary automated tool control system. The solicitation is being issued by the Department of the Army National Guard under number W912NS23Q8525. Interest has been expressed by several small businesses, including SDVOSBs, an SB, and an EDWOSB, but none met the requirement's specifications for an automated tool accountability system except Snap-On, the only manufacturer that provides optical identification of tools via RFID. Snap-On's system has also received approval from Command and Command Security to use their hardware and software in work areas. If awarded, the contract would provide toolkits containing Snap-On tools with lifetime warranties to replace worn or broken tools during normal use. The justification and approval are signed by several officials determining the anticipated costs to be fair and reasonable.
