1 GENERAL

1.1 BACKGROUND

Lawrence Livermore National Laboratory (LLNL) is one of the country’s premier national laboratories. The mission of

Lawrence Livermore National Security (LLNS) is to support and enhance national security in the areas of biosecurity, defense, intelligence, counterterrorism, nuclear nonproliferation, weapons development, energy, and pure science. A new warehouse with related site improvements is needed to support ongoing and future LLNL programs.

1.2 OBJECTIVE

The objective of the project is to design and construct a new single story, climate controlled, warehouse facility with a footprint of at least 19,200 gross square feet on a greenfield site. This facility will not have windows, office space or restrooms.

1.3 REFERENCES

The following documents form a part of the project requirements to the extent stated. Unless otherwise indicated, use the latest revision of the references on the date of Subcontract award. Bring conflicts between this Project Requirements

Documents (PRD) and the referenced documents to the attention of LLNS in writing for resolution before acting. Where differences exist between codes and standards, the more stringent requirements apply. If the project does not fully comply with these codes, standards, and the requirements of this PRD, describe each exception taken, indicate what standards or codes the equipment will meet, and submit to LLNS for approval.

2 DESIGN

2.1 SCOPE OF DESIGN SERVICES

2.1.1 Pre-Design Services

Verify field conditions, by designers-of-record for each discipline performing design services for the project, during at least one site visit prior to the design phase.

2.1.1.1 Consult with LLNS to define and clarify LLNS’ requirements for the project, including design objectives and constraints, space, capacity and performance requirements, flexibility and expandability, budgetary limitations, and identify information, reports, facility plans, and site evaluations. If LLNS provides design intent or preliminary/conceptual design drawings with this

PRD, field-verify information contained in these drawings prior to using as a basis for design.

Confirm the changes prior to the first design development submission.

2.1.1.2 Review and validate site conditions, existing studies, surveys, analyses, and reports, and identify additional services and tests necessary to fully document the project. Review areas of work included in the subject project.

2.1.2 Field Engineering/Land Survey

2.1.3 Provide field engineering services to establish elevations, lines, and levels utilizing recognized engineering survey practices. Verify set-backs and easements; confirm drawing dimensions and elevations.

2.1.4 Submit a copy of the final site drawing signed and certified by the land surveyor indicating that the elevations and locations of the work are in conformance with the subcontract documents.

Project Requirements Document | PMO.DT-TM-10 | Rev. 3 Page 9 of 76

2.1.5 Develop a complete design with comprehensive drawings, specifications, and other supporting documents necessary to construct the project features. Incorporate LLNS-furnished design criteria into the designs.

Align services and associated deliverables with the design phases described in the subparagraphs below.

Ensure deliverables for each phase achieve a level of completeness commensurate with the phase; LLNS retains the right to reject incomplete deliverables.

2.1.5.1 Schematic Design (SD) – 30% Design

Prepare and submit a preliminary evaluation of LLNS’s program, schedule, budget for the cost of the work, project site, the proposed procurement or delivery method, and other initial information to ascertain the requirements of the project. Notify LLNS of inconsistencies discovered in the information, and other information or consulting services that may be reasonably needed for the project.

Prepare and submit a basis-of-design (BOD) report, preliminary design illustrating the scale and relationship of the project components based on the agreed-upon project requirements, and an estimate for the cost of the work. Schematic design drawings must include, as appropriate for the project scope, a site plan, preliminary building plans, sections, and elevations. Obtain approval of the deliverables for this phase from LLNS before advancing to the next design phase.

2.1.5.2 Design Development (DD) – 60 % Design

Prepare drawings including plans, sections, elevations, typical construction details, and diagrammatic layouts of building systems to fix and describe the size and character of the project as to architectural, structural, mechanical, and electrical systems, and such other elements as may be included in the subcontractor’s services. The drawings must be graphically complete except for minor coordination.

Prepare outline specifications that identify major materials and systems and establish, in general, their quality levels. Prepare an updated Basis of Design report in the format provided in the attachments.

Update the estimate for the cost of the work.

In coordination with LLNS, develop, maintain, and update a construction work sequence plan addressing construction phasing approach; use of fast tracking to achieve best value for LLNS; schedules of award of lower-tier subcontract packages, including procurement cycles, submittal approvals, construction delivery, and testing/commissioning; potential labor and material shortages; and ordering of long-lead delivery materials.

2.1.5.3 Construction Documents (CD) – 95% Design

Complete drawings and specifications setting form in detail the quality levels of materials, systems, and other requirements for the construction of the project. Incorporate the design requirements of governmental authorities having jurisdiction over the project. Prepare an updated Basis of Design report in the format provided in the attachments. Update the estimate for the cost of the work.

2.1.5.4 Released for Construction (RFC) Documents

Submit released-for-construction documents.

Drawings must be digitally stamped and signed by the architect and engineers of record.

Specifications must be digitally stamped and signed.

Lawrence Livermore National Laboratory External Audience: Unlimited

Project Requirements Document | PMO.DT-TM-10 | Rev. 3 Page 10 of 76

Calculations must be digitally stamped and signed.

2.1.6 Do not deviate from the design criteria established in the subcontract without written approval from

LLNS. Failure of LLNS to discover deviations from the design criteria does not relieve the subcontractor of the obligation to conform the design to the design criteria.

2.2 MEETINGS AND REVIEWS
