About this file
This is a bid amendment document issued by the Illinois Department of Natural Resources regarding solicitation B-53818 for a zero turn mower at Argyle Lake State Park, with proposals due September 2, 2026. The amendment provides clarification on two technical specifications for the commercial zero-turn mower equipment. The issuing agency confirms that a commercial mower with a liquid-cooled 4-cylinder diesel engine that otherwise meets or exceeds the required performance specifications is acceptable as an equal to the originally specified inline 3-cylinder diesel engine. Additionally, the agency clarifies that a commercial zero-turn mower utilizing hydraulically controlled steering and motion levers satisfies the power steering requirement, and a separate power steering system is not mandated.
The amendment does not address pricing terms, set-asides, or funding sources in the document itself. However, the procurement is subject to the State of Illinois Standard Terms and Conditions, which impose prevailing wage requirements for applicable service categories, general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability coverage of $1 million per occurrence, and workers' compensation insurance as required by law. The contract may be partially or fully funded with federal funds and is contingent upon appropriation availability. Vendors must comply with the State Prompt Payment Act, maintain books and records for three years from final payment or contract completion (or five years if federal funds are utilized), and submit invoices for work completed through June 30 by July 31 of that year.

B-53818 Argyle Lake SP Zero Turn Mower Bid Amendment
I am preparing a response to B-53818 and would appreciate clarification on two technical specifications for the commercial zero-turn mower.
1. The specification calls for a “diesel engine, four-stroke, liquid cooled, inline 3 cylinder.” Would a commercial mower with a liquid-cooled 4-cylinder diesel engine that otherwise meets or exceeds the required performance specifications be considered an acceptable equal?
1. The specification calls for “power steering.” Would a commercial zero-turn mower utilizing hydraulically controlled steering/motion levers satisfy this requirement, or is a separate power-steering system required?
Thank you for your clarification.
Both Are Acceptable
