About this file
This is a Notice of Cancellation issued by the Illinois Department of Natural Resources (IDNR) for solicitation reference number 25-422DNR-RESCO-B-46763. The document outlines multiple potential reasons for cancelling the procurement, which appears to be related to a generator project for Otter Slough in Tazewell County. While the specific details of the original solicitation are not fully elaborated, the notice provides a comprehensive list of potential justifications for cancellation, including state funding limitations, specification inadequacies, unreasonable pricing, and concerns about competitive bidding integrity.
The cancellation notice suggests that the state has determined the procurement cannot proceed as originally planned, with reasons ranging from funding constraints to potential issues with the solicitation process. The document references administrative code 44 ILL. ADM. CODE 1.2040, which provides legal framework for the state's ability to cancel procurement opportunities. The cancellation effectively terminates the current procurement cycle for the Otter Slough generator project, potentially requiring the DNR to re-evaluate its infrastructure needs and restart the procurement process in the future.
