About this file

This document is a Change Order Notice from the Chief Procurement Office for General Services regarding renegotiated contracts and change orders for the CWD Cold Storage and Processing contract (BBREFNO.: 25-422DNR-DIREC-B-44473). The change order is needed to allow for the processing of more deer than originally anticipated at 2 of the 3 contracted locations due to favorable environmental conditions, the addition of new shooting sites, and increased prevalence of Chronic Wasting Disease (CWD) across northern Illinois. This change order increases the contract maximum from $320,000 to $444,000 for the renewal period across all three locations.

The change order is required pursuant to Section 33E-9 of the Criminal Code, which states that the circumstances necessitating the change in performance were not reasonably foreseeable at the time the contract was signed, or the change is germane to the original contract as signed. The change order is defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

thedetails: A change order is required to allow more deer to be harvested, tested, stored and processed at 2 of the 3 contracted locations. More deer than originally anticipated have been harvested in winter of 2024 for several reasons. Favorable environmental conditions, the addition of new shooting sites and a greater need to remove more deer given increasing CWD prevalence across norther Illinois are contributing factors. This increases the contract maximum from $320,000 to $444,000 for all three locations for the renewal period.
