About this file
This document is a Change Order Notice from the Illinois Department of Natural Resources related to the I&M Emergency Steel Aqueduct Repairs procurement with BidBuy Reference Number 19-422DNR-LNDMG-B-4112. The change order increases the original contract with Stott Contracting, LLC by $56,971.78 to a total of $85,255.78. The original contract was to repair one known leak in the Illinois & Michigan Canal aqueduct at the Little Vermillion River. However, upon further inspection, the floor of the aqueduct was found to be in worse condition than anticipated, requiring reinforcement over a larger 22x18 feet area. Additionally, a second leak was discovered while the area was exposed that the vendor was directed to repair. The change order is necessary due to these unforeseen circumstances that were germane to the original contract.
The change order increases the contract amount but does not change the original contract term, which is set to expire on November 30, 2018. This change order is authorized under Illinois state laws 30 ILCS 500/1-15.12 and 720 ILCS 5/33E.

Change Order Notice Agency: Illinois Department of Natural Resources Title of Procurement: I&M Emergency Steel Aqueduct Repairs BidBuy Reference Number: 19-422DNR-LNDMG-B-4112 The Illinois Department of Natural Resources requires a change order to contract IMLVR with Stott Contracting, LLC for repairs to the Illinois & Michigan Canal aqueduct at the Little Vermillion River to increase the amount of the contract by $56,971.78, to $85,255.78 total.
The original contract was to repair one known leak in the Aqueduct. After the vendor had exposed the known leak, it was discovered that the floor of the aqueduct was in worse condition than anticipated and would require reinforcement over a larger 22x18 feet area just to repair the original leak. In addition, while the cofferdams blocking the aqueduct were in place, vendor was advised to power wash and expose 90% of the interior portion of the aqueduct so that IDNR could examine what areas had been previously repaired or reinforced and observe what areas were original. After cleaning to allow for the reinforcement, a second leak was discovered. IDNR advised vendor to repair the 2nd (smaller) leak while the coffer dams were still in place. It was believed that repairing the additional leak while the area was exposed would be less expensive than repairing later, on a standalone basis. The Agency requires this change order as defined in 30 ILCS 500/1-15.12 and 720 ILCS 5/33E.
Contract award shall be increased by $56,971.78, to $85,255.78.
Contract term shall remain unchanged.
This contract is set to expire on November 30, 2018.
The circumstances were unforeseeable at the time the contract was executed and changes are germane to the original contract.
