About this file

This Request for Information (RFI) seeks professional services for repair and restoration of a circa 1800 American Federal Period Neoclassical Style Bell Strike Tall Case Clock from the National Museum of the Marine Corps. The requirement involves comprehensive clock restoration services, including inspection, assessment, repairs, and treatment to ensure proper functionality of the clock's complex movement mechanisms, which include an eight-day time and strike brass and steel sweep second hand movement with painted moon phase and main dial.

The RFI is structured for market research, with interested vendors required to submit responses by 11:00 AM EST on 17 July 2025 to david.laster@usmc.mil. The government intends to award a Firm-Fixed Price contract with an 18-24 month period of performance. Vendors must provide a two-page capabilities statement addressing specific industry feedback questions, including their ability to provide the services, potential evaluation criteria, commercial market availability, and rough order of magnitude pricing. The clock, currently displayed in a Historic House in Washington, D.C., will require careful handling and expertise in historical artifact preservation.

Repair & Restoration Services, Antique Tall Case Clock

REQUEST FOR INFORMATION

The Marine Corps Installations, National Capital Region - Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking information on behalf of the National Museum of the Marine Corps.

CONTRACTING OFFICE ADDRESS: Marine Corps Installations – National Capital Region, Regional Contracting Office (MCINCR RCO), located on Marine Corps Base, 2010 Henderson Road, Quantico, VA.

INTRODUCTION: This Request for Information (RFI) is to seek market information for planning purposes and provide industry with an opportunity to ask questions and provide recommendations regarding the required services outlined below.

The United States Marine Corps (USMC) has a requirement for the following:

1. Background

The National Museum of the Marine Corps (NMMC) acquires, preserves, stores, and exhibits works of art and artifacts dating from 1775 to the present to meet its mission to document and tell the history of the United States Marine Corps. In addition to this mission, the NMMC is required to serve as stewards and care for the artifacts in its collection in perpetuity. The historic object that is the focus of this requirement is currently displayed in a Historic House located in Washington, D.C. The Historic House will be undergoing extensive renovation work over an eighteen-to-twenty-four-month period of time from 2025 to 2027.

2. Scope

This requirement is for professional services for repair and treatment of a circa 1800 American Federal Period Neoclassical Style Bell Strike Tall Case Clock with an eight-day time and strike brass and steel sweep second hand clock movement with both a painted moon phase and main dial (hereinafter referred to as “the Clock”). The services required include inspection and assessment, repairs and treatment and/or restoration to ensure the clock’s movements are functioning properly.

The government intends to award an contract for this requirement with an eighteen (18) to twenty-four (24) month period of performance. The Contractor shall perform services as identified in this performance work statement (PWS).

“DRAFT” Performance Work Statement:

1. Performance Requirements

1.1. Tasks: The offeror shall provide all materials, equipment, and supplies necessary to fully carry out the following performance requirements. Upon completion of performance requirements the Contractor shall notify the NMMC for final inspection and acceptance of services.

1.1.1. Intake Meeting and Site Visit to see the Clock. The offeror shall be available for an intake meeting within twenty-five (25) days of contract award and to review the clock. The intake meeting and review of the Clock may be completed in a single visit. Meeting and site visit to see the Clock will be coordinated directly with the Government Technical Point of Contact (TPOC) and may take place at the NMMC Museum Support Facility (MSF) or the site where the Clock is currently located in Washington, D.C.

1.1.1.1. The TPOC shall provide the offeror 24 hours’ notice before the kick-off meeting and 36 hours’ notice before the offeror is approved for access to the Historic House to begin contract work.

1.1.2. Assessment of the Clock. The offeror may be required to inspect, examine, and evaluate the clock to determine if the Clock is still stable and sound and if further or additional treatment outside of what is detailed in this contract is required.

The Clock’s casing and face were conserved in 2023-2024. The Clock is made of mahogany and cherry and probably made in Montgomery County, PA by Jacob Eby (1810-

1820) who made the Clock’s case, but imported the Clock’s movement and like other makers, likely used dial makers from Philadelphia James Harden and William Jones. The clock also relates to the work of Daniel Sheidt and Joseph Thomas, from Montgomery County, PA.

1.1.2.1. Assessment for treatment of the clock will be reviewed, discussed and approved by the

TPOC and/or subject matter experts (SME) within ten (10) working days after assessment is received from the offeror.

1.1.2.2. Repairs to the clock shall not begin until approval is provided to the offeror by the TPOC, where applicable.

1.1.2.2.1. The Clock was most recently inspected on February 24, 2025. It was found that the Clock was not functioning properly, showing several issues, including lack of end shake on the center second's shaft, overlap of the weight cables on the strike and time barrels, excessive rearward tilt of the movement, and the winding of weights up to the point of contact with the seat board. The Clock was oiled and a shim was placed under the seat board to address the overlapping cables, and other adjustments were made to the movement. Despite these repairs, the Clock continued to run only marginally with a very low amplitude, requiring further attention to address issues found.

1.1.3. Planning. Within 50 days of the offeror’s evaluation of the clock, the offeror shall provide the TPOC with a proposal that outlines the estimated time and labor to accomplish all tasks identified in this PWS.

1.1.3.1. Provide TPOC with information via email or in writing on how clock movements will be removed and transported to and from the offeror’s facility.

1.1.3.2. The offeror will be given three (3) weeks’ notice for dates to deinstall/pack and removal of movement of the Clock from the Historic House. Offeror will be given 24 hours prior notification if the agreed upon dates of the move of the Clock needs to be changed.

1.1.4. Treatment and repairs. The offeror shall ensure that the clock reliable performs all required functions in addition to maintaining accurate timekeeping. Specifically, the clock must advance the moon dial twice daily, move the date hand once daily, and activate the hour strike mechanism once every hour. These functions result in an additional 189 mechanical operations per week beyond the standard movement of the hour and minute hands and the continuous motion of the pendulum. The offeror is responsible for verifying and ensuring that all of these functions operate correctly and consistently.

1.1.4.1. The offeror will be provided a receipt by the NMMC for their signature covering liability for any works of art or historic artifacts being transported.

1.1.4.2. All questions that arise during the deinstallation, cleaning and repair work required on the

Clock and its reinstallation in the Historic that are not covered in this PWS, or other documentation attached to this contract, shall be directed to the TPOC for review. Upon completion of the work outlined in this PWS the TPOC shall be notified for final inspection and acceptance.

1.1.5. Reinstallation. After the treatment is completed, the clock will be reinstalled at the Historic House in Washington, D.C. and restarted at a location in the house if the Historic House is not undergoing a renovation period with the work on the clock is completed. The alternate delivery site is the NMMC Museum Support Facility (MSF). This will be determined in conjunction with the TPOC as work nears completion.
