About this file

This document comprises written questions and answers regarding Invitation for Bid (IFB) 26-060 issued by the California Department of Motor Vehicles (DMV) for the printing and delivery of five different #10 envelope variants. The solicitation requires the production and delivery of 50,720,000 envelopes over a twelve-month contract term, with an anticipated contract start date to be determined. The written questions submission deadline was 10:00 a.m. on May 19, 2026, with written responses released by 5:00 p.m. on May 21, 2026. The final bid submission deadline is 11:59 p.m. on June 4, 2026, with bid opening scheduled for 10:00 a.m. on June 5, 2026. The solicitation document references Exhibit A (Scope of Work), which contains complete descriptions of services, technical specifications, and delivery requirements.

The estimated total contract cost is $1,074,834.80 based on the specified volumes and envelope specifications. Key technical requirements include a caliper specification of .00488" optimum with an acceptable range of .00470"-.00530", with supplier-certified test reports acceptable for verification. Each of the five envelope variants is eligible for up to two design modifications at no extra cost, provided modifications do not increase envelope dimensions or alter material types. Delivery requirements specify 500 envelopes per shelf box, five shelf boxes per carton (2,500 per carton), and 32 cartons per pallet. Test pallet delivery is required within 15 days of contract execution or 10 days after proof approval, with specific delivery scheduling to be mutually agreed upon in writing with the DMV Project Manager. All bidders must disclose any use of generative artificial intelligence in bid document preparation or contract performance deliverables, with failure to disclose potentially resulting in disqualification.

26-060 Written Questions and Answers Regarding IFB

1. Exhibit A, Section C(2)(b) specifies a caliper of .00488" optimum with an acceptable range of .00470"–.00530". Will the DMV accept a supplier's certified caliper test report at time of proof submission as sufficient verification, or will an independent third-party caliper measurement be required? Physical and digital samples shall show and state: Tested fully in test pallet.

2. Exhibit A, Section F requires the Contractor to deliver a test pallet of DMV 84/9-84 within 15 days of contract execution or 10 days after proof approval. If the proof approval process extends beyond 10 days due to DMV review time, will the 15-day test pallet deadline be tolled accordingly? The deadline to be discussed with awarded contractor.

3. Exhibit A, Section D(1) states DMV will supply electronic files. What file format(s) will DMV provide (e.g., Adobe Illustrator, InDesign, PDF)? PDF What is the anticipated timeline for file delivery after contract execution?

The DMV shall determine timelines with awarded contractor.

4. Exhibit A, Section G(3) permits two (2) design modifications at no extra cost, each with a maximum one test pallet. Are these two modifications cumulative across all five envelope variants, or is each variant eligible for up to two modifications independently? Each envelope variant is eligible for up to two (2) modifications. These potential modifications/adjustments shall not increase overall envelope dimensions or change the type of materials used in product construction.

5. Exhibit A, Section I(3) states deliveries shall be "mutually agreed upon in writing." Will the DMV Project Manager initiate scheduling communications, or is the Contractor expected to contact the DMV Warehouse to schedule each delivery appointment? See IFB, Exhibit A, Scope of Work.

6. Exhibit B indicates the total compensation is for 38,400,000 envelopes, while Exhibit A and the Cost Sheet show a grand total of 50,720,000.

Please clarify the correct total for purposes of contract pricing and maximum compensation. See Addendum #2.

26-060 Written Questions and Answers Regarding IFB

7. Attachment 11 (Manufacturer's Summary) requires the form to be signed by the manufacturer. If a contractor is acting as a print broker coordinating with a manufacturing subcontractor, is the Contractor or the manufacturing subcontractor considered the 'Manufacturer' for this form?

Per Attachment 11, to be eligible for bidding preferences, the data/information must be provided AND signed, as indicated, by both the Manufacturer and the Bidder.

8. Does the DMV have a preferred or target price range per 1,000 envelopes based on prior contract awards for similar specifications? Estimated Total Current Contract Cost is $1,074,834.80 based on volumes in Exhibit A, Scope of Work.

9. Exhibit A, Section K(1) requires 500 envelopes per shelf box and five shelf boxes per shipping carton (2,500 per carton). With 32 cartons per pallet, that equals 80,000 per pallet. For DMV 84/9-84 at 36,000,000 units, this equals 450 pallets. Please confirm the DMV Warehouse has the physical capacity to receive and store this volume across the scheduled delivery windows. Yes.

10. Section 16 (GenAI) states that failure to report GenAI use 'may result in disqualification.' 2911co LLC used AI assistance solely for bid document preparation. Does this constitute GenAI use that must be formally disclosed under Section 16(B), or does Section 16(B) apply only to AI used in contract performance deliverables? Yes.
