8/22/2017 3 Is EMCS still the base automation contractor?

Are we required to use EMCS for the HVAC controls on these projects?

As part of our project to evaluate/design/modify our DDC and HVAC systems across the base, 138CES and AIP conducted an evaluation of multiple local contractors and DDC systems. The result of that evaluation was the selection of Automated Logic as the best system to meet base needs. One section of that evaluation criteria was local ability to support and maintain the system, we have chosen ES2 as our integrator and maintainer as they will be assisting AIP with a majority of the base system.

Factors evaluated include:

User Interface Security Systems that have been DOD accredited Ability of user to modify coding and set points Ability to access/integrate equipment controllers for full functionality Estimated install cost based on replacement of all field controllers/devices Experience with integration

8/23/2017 4 Contact information for ES2 the controls company?

ES2 ‐ Justin Stonehocker ‐ 918‐279‐6450, jstonehocker@es2ok.com

Where we will demo out equipment overhead, will the machines in the area be moved or do we cover the machines. If we do cover the machines will they be turned off?

If machinery/equipment is in the way and the contractor cannot safely perform the demo/install and prevent debris from falling and damaging machinery/equipment, base personnel will move machinery/equipment from the work area. All machinery/equipment in the direct path of demo/install will at minimum need to be covered with tarps or plastic by the contractor.

8/23/2017 6 Do we need temporary HVAC in any of the areas?

Provide temp HVAC for all affected areas.

8/23/2017 7 Will OSBI back ground checks need to be done?

All background checks will be accomplished by 138th Security Forces Squadron and Oklahoma Military Department Police.

8/24/2017 8 Are we to tooth out the brick & block to repair the wall penetrations or fill in as needed?

Repair brick/block wall penetrations by replacing with new brick/block. The "filling in" of any penetration must first be approved by the Base Civil Engineer.

8/24/2017 9 Inside rooms 104,105, 103, 110 Do these rooms have exposed block?

Yes, all rooms have exposed block.

8/24/2017 10 Is there any equipment that is salvaged and returned to the owner?

No equipment will be salvaged, unless specifically called out per the SOW and drawings. It will, however, be broken down in small sections and placed in base recycle bins at B420.

With the system pressure only being 50 PSI is it necessary for the boiler relief valve to be set to 125 PSI? Was this called out because it was a the standard on Lochinvar. I ask because Viessmann has a 75 PSI relief valve as standard.

Would it be okay to quote this in lieu of the lochinvar.

The system pressure should be 35 PSI and the boiler relief valve is to be set at 45 PSI. This is the Lochinvar standard. It is NOT ok to quote the Viessmann in lieu of the Lochinvar. The Brand Name J&A was attached to the solcitation.

On M-402 the Chilled Water flow meters normally require a specific distance of uninterrupted straight pipe both upstream and down stream for accurate flow readings. Is there a specific location and piping requirement for the chilled supply water flow meter?

No. Meet manufacturers requirements for flow meter location. All codes must be met.

8/28/2017 13 What is the basis of design for the chilled water flow meter?

See drawing M‐706 Flow meter hardware and software points description.

8/28/2017 14 Is BACnet communications required for the chilled water meter to talk to the BAS system?

Hardware and software points must tie into base controls system.

8/28/2017 15

On M-706 the domestic water meter also requires a specific distance of uninterrupted straight pipe both upstream and down stream for accurate flow readings. Is there a specific location and piping requirement for the domestic water flow meter?

No. Meet manufacturers requirements for flow meter location. All codes must be met.

8/28/2017 16 What is the basis of design for the domestic water flow meter?

See drawing M‐706 Flow Meter hardware and software points description.

The mechanical drawings call for replacing the "EMCS" panel with a new "EMCS" panel. . I had been in contact with EMCS as I thought they were still the base controls contractor. If we receive a quote from EMCS can we use it for this project?

EMCS panel will not be replaced. Leave existing panel in place and do not touch.

8/31/2017 18 We are looking to purchase the Chiller. Do we need to go through DOL, DRMO etc..?

SOW calls out that the equipment is to be purged of the refrigerant and turned over the Govt for recycling. This equipment will not be listed through DRMO.

The VAV detail shows spring isolators. Typically these are not isolated as there is not a fan in them or anything to create vibration.

Please confirm if isolators are required on the VAV's.

Spring isolators are not required; use rubber isolators to minimize metal‐to‐metal equipment connection.

Is there to be a glycol feeder on the chilled water system? City water is shown to be providing the make up water to the chilled water but there is nothing to add glycol to the system if there is a leak or loss it will just be made up with water and dilute the concentration of glycol.

There is no glycol feeder.

9/5/2017 21

Please provide the deflection desired on the spring isolators for the FCU's. The drawings indicate a type 48 on the detail but do not specify the deflection

Not applicable, see question 19.
