About this file

This is a sole source justification memorandum requesting approval for Dr. Alexxai Kravitz to serve as a contractor for the National Institutes of Health (NIH). The request is dated May 12, 2026, and is submitted by Dr. Nicole Farmer, MD, Section Chief of the Dietary Behaviors and Biopsychosocial Health Section at the NIH Clinical Center, to Maretta Creek, Administrative Officer.

Dr. Kravitz is being engaged to deliver preclinical data analysis and research findings on physical and cognitive effort and caloric intake to support Dr. Farmer's NIH IRP Bench to Bedside Award (Award ID: 1522247) for FY2026. The award is titled "Investigating the role of effort before a meal on food intake and obesogenic food behaviors." Dr. Kravitz's expertise centers on neural mechanisms controlling decision-making and feeding behavior, utilizing advanced techniques including electrophysiology, optogenetics, and behavioral analysis in mice models. The justification emphasizes that Dr. Kravitz has sustained extramural funding from the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) through multiple active grants (5R01DK136810-03; 5RO1DK138131-03; 5RM1MH138313-02). The sole source justification asserts that no equal alternate sources exist for this professional service and that the award requirements specifically call for a preclinical component ideally provided by an extramurally funded investigator, making Dr. Kravitz uniquely qualified for this engagement.

Re: Alexxai Kravitz, PhD – Sole Source Justification

This is a request for the use of Dr. Alexxai Kravitz as contractor to deliver data from a preclinical analysis and study on physical and cognitive effort and caloric intake for the IRP Bench to Bedside award entitled, Investigating the role of effort before a meal on food intake and obesogenic food behaviors, with Dr. Nicole Farmer serving as the PI.

Dr. Kravitz studies neural mechanisms that control decision making and feeding utilizing cutting-edge approaches in electrophysiology, optogenetics, and behavioral analysis to investigate the neural circuits that modulate these processes in mice. Dr. Kravitz has received and sustained extramural NIDDK funding for related investigations (NIDDK RO1: 5R01DK136810-03;

5RO1DK138131-03; 5RM1MH138313-02).

Dr. Farmer’s laboratory the Dietary Behaviors and Biopsychosocial Health Section, is developing investigations into the role of cognitive and physical effort in food choice and consumption. As a part of these investigations, Dr. Farmer was awarded an NIH IRP Bench to Bedside Award for FY2026 (Award ID: 1522247). The award requires a pre-clinical component, and preferably an extramural funded investigator as a contractor on the award.

We believe these points justify the sole-source use of Dr. Alexxai Kravitz. This purchase will benefit the implementation and evaluation of the Bench to Bedside Award. There are no equal alternate sources for this professional service.

I certify that this justification is accurate and complete to the best of my knowledge and belief.

Sincerely, Nicole Farmer, MD

Section Chief, Dietary Behaviors and Biopsychosocial Health Translational Biobehavioral and Health Promotion Branch NIH Clinical Center, National Institutes of Health
