About this file
This document is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes for a micro purchase of security locks for laptops. The procurement will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration. Vendors are instructed not to deliver products or provide services until receiving official notification from the requesting department.
The checklist outlines thirteen procedural steps that bidders must complete to submit a compliant quote, including selection of Local Business Entity (LBE) certification status, entry of unit costs for each item, completion of mandatory questions, acceptance of terms and conditions, submission of required attachments, and final review before submission. A Consent and Authorization form must be on file in the vendor's profile or attached with the quote submission; quotes without this form will not be considered. Bidders may optionally submit an LGBTQ Applicant Opportunity Data Form. All validation warnings must be resolved before quote submission through the PHLContracts.phila.gov platform.
