About this file

This is a sealed proposal solicitation document from the City of Big Spring, Texas, for the reconstruction of Owens Road in Waller County. The project scope includes full-depth reconstruction of approximately two miles of Owens Road extending from University Drive to the City of Waller boundary, designed for a 45 mile per hour design speed within the existing right-of-way. The proposed improvements consist of two 11-foot travel lanes with 2-foot shoulders, a dedicated left-turn lane at the University Drive intersection, and a pavement structure including three inches of asphalt pavement, eight inches of asphalt-treated black base, and eight inches of cement-treated subgrade. Additional work includes replacing existing cross culverts in kind, upsizing driveway culverts less than 24 inches in diameter, maintaining and regrading existing open ditches, and replacing a short segment of storm sewer pipe at the University Drive intersection. Sealed proposals are due May 27, 2026, at 3:00 p.m., submitted to 310 Nolan Street, Big Spring, Texas 79720, with questions due by May 20, 2026, at 5:00 p.m. The City intends to contract with one vendor for all materials, supplies, equipment, tools, services, labor, and supervision necessary to complete the project.

Vendors must provide one original and two hard copies plus one electronic PDF version of their proposals and maintain general liability insurance of $1,000,000 per occurrence, automobile liability insurance of $1,000,000, and statutory workers compensation coverage, with the City named as additional insured. Vendors must complete the Conflict of Interest Questionnaire (Form CIQ) and Certificate of Interested Parties (Form 1295) and certify compliance with Texas requirements regarding Israel boycott prohibitions. Evaluation criteria are weighted as compliance with specifications (30%), cost (25%), durability and design (20%), vendor experience and references (15%), and delivery and support (10%). No contract term, estimated value, incumbent information, or funding source is identified in the available documentation.
