About this file
This is a bid proposal and contract document from the Commonwealth of Virginia Department of Transportation for SMART Scale intersection improvements on Route 11 in Montgomery County. The project involves intersection improvements located 0.083 miles west to 0.085 miles east of Route 637 in the Salem District. The bid was submitted electronically through Bidx on November 18, 2026, at 10:00 AM, with a project completion date of July 2, 2027. The contract encompasses extensive work including clearing and grubbing, drainage pipe installation (15-inch, 18-inch, and 30-inch jacked and bored pipe), drop inlets, excavation, erosion control measures, aggregate material placement, asphalt concrete placement with multiple types, pavement marking and demolition, signage, temporary traffic control, mobilization, surveying, and seeding/landscaping. Major bid items include 374.2 tons of asphalt concrete (SM-9.5D), 462.7 tons of asphalt concrete (BM-25.0), 6,503 linear feet of pavement line markings, 7,440 hours of electronic arrow board service, and 15,128 days of channelizing devices. The contract is Federal-aid funded under FHWA number STP-060-2(153) with project number 0011-060-884, C501.
The contract requires a five percent bid bond and mandates strict compliance with Virginia Department of Transportation Road and Bridge Specifications (2020 and 2022 supplement), Virginia Road and Bridge Standards (2016), and the Virginia Work Area Protection Manual. Prevailing wage rates apply with minimum hourly wages ranging from $11.45 for flaggers to $27.38 for structural ironworkers, established under Federal General Decision VA20260180 effective January 2, 2026. The project includes Disadvantaged Business Enterprise (DBE) participation requirements with a minimum DBE goal to be met by the contractor, as outlined in Form C-111. Fuel adjustment, steel price adjustment, and asphalt price adjustment provisions are available to bidders who elect to participate. The contract prohibits work during specified times on Route 637 (5am-9am and 4pm-7pm weekdays) and prohibits median crossover closure except for one 48-hour weekend period. Contractors must submit weekly certified payrolls, maintain Davis-Bacon Act compliance, and secure portable changeable message signs with grade 3 locks and complex passwords. All flaggers must possess valid current certification. The project is subject to equal employment opportunity, drug-free workplace, and nondiscrimination requirements under Virginia and Federal law.
