About this file

The file "Phase 1 Questions - Attachment 3.docx" is an attachment related to a Request for Information (RFI) issued by the United States Patent and Trademark Office (USPTO) for Patent Technical Services (PTS). The RFI is seeking to gather market research on vendor capabilities for processing, tracking, and reviewing complex federal records, with a response deadline of December 10, 2025. This is a Total Small Business set-aside opportunity utilizing an Alternative Competition Method under the Patent and Trademark Office Acquisition Guidelines (PTAG).

The RFI is a preliminary market information gathering effort to identify qualified vendors for a subsequent alternative competition. Vendors must submit responses by the deadline to be eligible to compete as prime offerors, though submission does not guarantee qualification or government commitment. The opportunity is specifically focused on small businesses with capabilities in managing complex federal records, and the USPTO will review responses to determine which vendors are most likely to successfully meet the agency's requirements for Patent Technical Services.
