About this file
This document is an Emergency Purchase Statement from the Illinois Department of Public Health (IDPH) to continue operating the Illinois Hospital Report Card/Consumer Guide to Health System website. The current contract with the vendor, the Island Peer Review Organization (IPRO), expires on June 30, 2021, and IDPH needs to maintain the website without interruption to fulfill mandates of the Illinois Hospital Report Card Act and the Illinois Health Finance Reform Act. IPRO will provide services such as data transfer and management, technical and quality analytics expertise, software upgrades, data backup, quality measure reporting, and data exchange capabilities. The emergency contract term is expected to run from July 1, 2021, to September 28, 2021, at an estimated cost of $55,014.
IDPH selected IPRO as the sole source vendor because IPRO owns the source code for the system and has been the incumbent vendor for over 8 years, providing the service without incident. IDPH is developing a new competitive solicitation to enhance and expand the current website but needs this emergency contract to bridge the gap until the new contract is in place. The funding for this emergency contract will come from state appropriated funds.

Emergency Category (select the appropriate option from the drop-down menu below):
To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues
Reason for selection of this particular vendor:
IPRO is the sole owner of the source code for the system. IPRO is the current vendor for the Hospital Report Card/Consumer Guide to Health System. In order to maintain the overall utility of the website without interruption IPRO must remain the vendor. If another vendor is provided, there is a potential for a lapse in services. If the website is suspended it would augment a failure in the Department's ability to continue to fulfill the intent of the public laws (210 ILCS 86 and 20 ILCS 2215).
IPRO has facilitated the initial development and implementation of the Illinois Hospital Report Card and Consumer Guide to Health Care System. IPRO has a history of rendering this service without incident for over 8 years. IPRO will be able to provide system maintenance without interruption thereby keeping the department in alignment with public law and new national quality improvement objectives.
This business need is currently being met through contract with IPRO (contract number CIC1548750) from a prior RFP that received multiple bids. The prior RFP facilitated the initial development and implementation of the Illinois Hospital Report Card and Consumer Guide to Health Care website. The current contract expires June 30, 2021 with no further option for renewal. The Department is developing a new competitive solicitation to enhance and expand the current web reporting system in order to maintain alignment with new national quality improvement objectives. The request for proposal should be published soon, but there is not sufficient time to get a contract in place before the current contract ends June 30, 2021.
