About this file

This is a Draft Statement of Work (SOW) for Professional Support Services for Engineering and Program Management supporting the PEO Ships PMS 400D program for the DDG-51 Arleigh Burke Class Guided Missile Destroyer. The SOW outlines seven primary task areas: Ship Production Planning and Engineering, Systems Engineering, Combat Systems Test Engineering, Post Delivery Planning/Engineering/Management, Engineering Services/Configuration/Data Management, DDG 51 Class Program Information System Support, and Surge and Special Studies. Services will be performed across multiple locations including Washington DC, Bath Maine, Pascagoula Mississippi, Norfolk Virginia, and San Diego California, with occasional travel to additional sites. Personnel must be U.S. citizens with SECRET security clearance eligibility and NACLC clearance capability. The work encompasses systems engineering, technical and management support, ship production analysis, combat systems testing, post-delivery planning, configuration management, data management, and database administration for the IDE (Integrated Data Environment).

The contractor must establish and maintain office space meeting specific security and facility requirements, including classified storage capability (up to SECRET level), multiple conference rooms with specialized equipment, and a dedicated DDG 51 Design Site within walking distance of Washington Navy Yard with minimum 50 seated positions, 16 closed-door offices, and 19 cubicles. Personnel working hours minimum 0900-1500 with core business hours required; some positions require extended 0700-1800 availability. The government anticipates approximately 389,760 total labor hours across three experience levels: Junior (20.69%), Mid (49.26%), and Senior (30.05%). This is a follow-on to existing contract N0017819D8498 currently held by SERCO INC., and the government is seeking white paper responses from SeaPort-NxG prime MAC holders only to assess market capability for Professional Support Services.
