About this file

This document is a Notice of Cancellation for the solicitation with BidBuy Reference Number 21-422DNR-RESCO-B-18498 issued by the Illinois Department of Natural Resources (IDNR). The solicitation was for the provision of Fathead Minnows for IDNR Hatcheries. IDNR has decided to cancel this solicitation for various reasons, including that the state no longer requires the supplies or services, the state can no longer reasonably expect to fund the procurement, and the specifications were ambiguous or otherwise inadequate.

The document indicates that all otherwise acceptable bids or proposals received were at clearly unreasonable prices, and there was a reason to question whether the bids or proposals may not have been independently arrived at in open competition, may have been collusive, or may have been submitted in bad faith. As a result, IDNR has decided to cancel the solicitation.
