Medford District Office Housing Rules and Regulations

Common Policies

All tenants will be entered into the Internet Quarters Management System (iQMIS). This system is managed and operated by the Department of Interior. Potential occupants are requested to read and sign the DI 1881 Government Housing General Terms and Conditions. Failure to sign and understand these documents can result in removal from housing or prevention of occupying government housing. Documents will be signed by the occupant and the Tenant Manager upon moving in and kept on file at the Medford District Office.

An on-site inspection, (check in), of the assigned house/room will be conducted by the occupant and the Tenant Manager or Supervisor prior to or upon move in. Any damage will be noted at that time and will be kept on file until the room is re-inspected at checkout time. Any expenses incurred by BLM for repairing new damage to the house/room will be billed to the occupant(s), if applicable beyond normal wear and tear. A hold on the occupant’s final paycheck may occur until expenses are recovered.

Any expenses incurred by BLM for the disposal of abandoned personal property will be billed to the occupant. A hold on the occupant’s final paycheck may occur until expenses are recovered.

Pets: No pets are allowed in BLM Medford District housing. Exceptions are made for service animals.

Smoking: No smoking is allowed in government buildings and/or next to any government building.

Smoke Alarms: Smoke Alarms are not to be disconnected for any reason. If they are not operational immediately notify the Maintenance Contact and/or Tenant Manager.

Alcohol: There is a no alcohol policy for all BLM employees, contractors, volunteers, and temporary employees on Federal Property assigned in Oregon and Washington. No alcoholic beverages may be present or consumed on or in any Federal Government owned, leased, or occupied facilities or properties.

Marijuana: The use of illegal drugs or controlled substances is not permitted. Recently the State of Oregon has decriminalized the use of marijuana for medicinal purposes and/or for limited recreational use. Federal law on marijuana however has not changed. Marijuana is categorized as a controlled substance under Schedule 1 of the Controlled Substance Act. Read the attached documents that pertain to these regulations and other BLM policies.

Garbage: Garbage services are provided and billed in the rent costs, but garbage must be placed in dumpsters.

Vehicles: The speed limit is 10 miles per hour within the administration compound. Parking of vehicles is only allowed in designated areas. NO parking is allowed in any of the grassy areas.

Grounds: The grounds must be kept orderly and clean. No bottles, cans, trash, cigarette butts or other unsightly litter should be left outside. All litter and trash should be disposed of properly.

Recycling is encouraged when available.

Inspections: Periodic inspections of the houses and rooms for general cleanliness and damage to government property will be conducted. When possible, 24 hours advanced notice will be given prior to inspections. After inspections are conducted, an inspection letter will be sent to each occupant listing any deficiencies or corrective actions required.

Housing is an important part of the operations of the Medford District BLM. Use of government property is a privilege, not a right. We want it to contribute, not detract, from a positive work experience. Occupants will conduct themselves in a manner which will not discredit or portray a negative image of the BLM at any time (e.g. parties). Questions about this housing policy can be made to the Field Manager or the Tenant Manager.

It is recommended that the employee carry renter’s insurance for their personal property.

Government liability is limited under the Federal Tort Claims Act.

Keys are issued to the occupant upon move in. Loss of keys will result in a bill for $10 for each key lost or missing.

Temporary Housing Policies

All furniture and appliances, including cookware are provided. These are government property and must be treated with care and respect. Cleanliness is important, if you use an item, it is your responsibility to clean the item. Refrigerators and stoves are to remain in place; they are not to be moved. Contact Tenant Manager for any additional needs or faulty equipment.

To avoid overcrowding of the refrigerator, please coordinate food storage with other occupants.

Food storage in the refrigerators takes precedence over beverages; milk and juice being considered a food. Before leaving the kitchen, make sure all electrical appliances are OFF and your mess is cleaned up. The honor system is in place for food and beverages. If it isn’t yours, don’t take it. All food items are to be removed during the move out process.

All occupants are responsible for the cleanliness of the common areas such as the bathroom, living room, and kitchen. This includes cleaning all surfaces, sweeping, mopping and vacuuming. Cleaning supplies for these common areas will be provided. Notify the Tenant

Manager for any supply needs.

In extraordinary situations, kitchen, bathroom, and laundry facilities may be utilized by employees from outside the Program. Occupants will be notified prior to its use. Periodic inspections of the common areas will occur. 24-hour advanced notice will be given by the Tenant

Manager.

Bedrooms are normally scheduled for single occupancy. Staffing, however, may necessitate double occupancy. Rent cost does not change in this circumstance.

There are no storage areas available for personal items other than those items stored in the occupant’s room. Personal property is not allowed to be stored in vacant rooms.

Temporary housing is co-ed, if the bathroom door is shut, knock to ensure it is vacant before entering.

Always consider the rights of others. No radios, laundry, or loud talking after 10:00 P.M. or before 6:00 A.M.

Before guests visit, the employee must receive prior approval by their supervisor or Tenant

Manager and all the other occupants of the facility. The employee must occupy housing and control his/her guests in such a manner so as not to interfere with BLM operations. Overnight stays for a maximum of 2 guests is limited to 3 days total in a 30-day period. An overnight stay is defined as any stay within the hours of 11:00pm and 7:00am. Guests must be accommodated in their host’s room and are not allowed to sleep in common areas of the living quarters. Guests must be made aware of Government Housing rules before staying in Government Housing.

One personal/private and one government vehicle per occupant is authorized to be parked on the premises. Visitor vehicles may be parked at the facility if space is available.

Firearms and open flames (candles, incense, etc.) are not permitted inside the housing or related facilities.

Temperature in temporary housing with multiple occupants must remain between 68-72 degrees

Fahrenheit unless internal coordination between the occupants is agreed upon. A minimum temperature of 60 degrees Fahrenheit will be maintained at all times to prevent water pipes from freezing.
