District Seasonal Housing Combined Synopsis Solicitation.

QUESTIONS RECEIVED FOR RFQ 140L43240169

1. Question: Is a monthly utility cap for gas/electric allowed (this would be for apartments/homes)?

Response: Utilities must be provided with no cap.

2. Question: Is twice weekly maid service needed for apartment/homes? I see it is listed for hotels.

Response: No maid service required for house-apartment.

3. Question: Please confirm if the initial lease term be for an entire year with a start date of 03/09/2025 even if the unit may be vacant?

Response: Initial lease term is for 1 year whether the unit(s) are occupied or vacant.

4. Question: If a lease break/cancellation is needed for any reason, will government pay for all fees associated with the lease break cancellation?

Response: The process to initiate a request for equitable adjustment (REA) can be followed.

5. Question: Regarding the table with unit price, is a breakdown needed of how many units/hotels are included? Are property names/hotels needed?

Response: Offerors must specify what their proposal consists of for evaluation of offers.

6. Question: It looks like the per diem in Medford is $107/night. Would the rate double if two (2) people are in a two (2) bedroom?

Response: Government per diem rates do not apply. This solicitation is for residential housing of employees not for lodging employees on official travel status.

7. Question: Is there an incumbent? If so, what is their names and the contract number?

Response: This solicitation is for seasonal housing for 2025 season. There are no incumbents at this time.

8. Question: If there is no incumbent, what is the budget for this solicitation?

Response: Cannot share the independent government estimate with offerors.

9. Question: Is there a Standard Form 1449 to sign and submit? If so, please can you attach it?

Response: There is no SF1449. This is a combined synopsis solicitation and the SF1449 is not used. In accordance with FAR 12.603(b) “When using the combined synopsis/solicitation procedure, the SF1449 is not used for issuing the solicitation”.

10. Question: Who was the prior incumbent and contract number?

Response: This is a new solicitation for seasonal housing. There is no prior contract.

11. Question: Is there a total value of the contract number and/or are you able to share the budget?

Response: Because there is no incumbent there is no past purchase history to share.

12. Question: What specific challenges has your agency encounter with the prior incumbent if applicable, and what improvements or solutions are you seeking?

Response: Because there is no incumbent there is no past purchase history to share.

13. Question: For House-apartment(s) that’s available does it need to include maid services for the seasonal employees?

Response: Maid service only required for hotel-motel accommodations.

14. Question: How long should the prospective contractor hold the price quote within the RFQ -- 30/60/90 days?

Response: a minimum of 30 days.

15. Question: What is the expected award month and/or date for this contract service?

Response: No later than September 5, 2024.

16. Question: Can occupants room up and have two occupants in each bedroom?

Response: No.

17. Question: If we are looking at a house the requirements state, NO WIFI just want to confirm that if we present a house, we do not need to include WIFI in the utilities package? Response: Wi-Fi does not need to be provided in house-apartments.

18. Question: The solicitation states that the contract will begin on 03/09/2025 houses/ apartments/hotels work on a 45 day out availability. Therefore, what's available today will not be available in seven months. Can we present an option but, if it's not available have a statement that a likewise option will be available at the price we provide?

Response: At commencement of period of performance accommodations must meet contract specifications and offeror’s proposal that was submitted and approved.

19. Question: With the actual project being so far in advanced when do you think the solicitation will be awarded? Will there be ample time to find a likewise solution?

Response: Anticipated award is no later than September 5, 2024.

20. Question: Does the requirement and BLM Office require the units to be furnished or unfurnished? As this will change the proposal amount. It says furnished, but what does that entail to meet the requirement/solicitation?

Response: Statement of Work C.2.2 states furnished. Intention is for unit to be generally furnished and livable without the need for tenants to provide any furniture or appliances.
