About this file
This is a Subcontractor Letter of Commitment template for an HVAC repair requirement at Aransas National Wildlife Refuge in Austwell, Texas. The subcontractor must commit to repairing or replacing a failed condenser coil on an AAON Model CFA-015-B-A-3-DAOEL unit (Serial Number 202306-CNCL16330, Circuit #1). The scope of work includes independent inspection and diagnostic verification, refrigerant recovery, removal and replacement of the failed condenser coil with an OEM or manufacturer-approved equivalent, replacement of the liquid-line filter drier, refrigeration circuit pressure testing, leak verification, system evacuation, refrigerant charging, operational testing, verification of operating pressures and temperatures, airflow and system performance verification, final leak inspection, and comprehensive documentation of work performed and test results. The subcontractor must comply with all applicable manufacturer, EPA, OSHA, licensing, safety, and environmental requirements, and must understand that coil installation alone does not constitute successful completion.
The subcontractor must identify a proposed lead technician with EPA Section 608 certification and relevant commercial HVAC and AAON experience, maintain all required licenses and certifications, and commit to performing work within an agreed performance schedule coordinated with the Government following receipt of the replacement condenser coil. The subcontractor certifies it has sufficient personnel, equipment, technical capability, licenses, certifications, and experience to perform the work and must provide the prime contractor with complete documentation including service reports, refrigerant recovery and charging information, pressure-test results, vacuum/evacuation results, leak-test results, operating measurements, parts information, photographs, and warranty information. No additional work outside the awarded scope may be performed without Government Contracting Officer authorization, and no substitution of the identified subcontractor is permitted without required Government approval. The prime contractor remains responsible to the Government for successful performance of the entire requirement.
