TITLE: Janitorial Services – Quivira National Wildlife Refuge (NWR), Stafford, KS

DESCRIPTION: The contractor shall provide janitorial services at Quivira NWR, Stafford, KS. A Performance Work Statement (PWS) and Wage Determination are attached to this Request for Quotation

LOCATION: Quivira NWR, Stafford, KS

INSTRUCTIONS TO QUOTERS:

This is a combined synopsis/solicitation for commercial item or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Simplified acquisition procedures will be used for the requirement per FAR 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The attached solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02 effective November 23, 2020. The North American Industrial Classification System (NAICS) number for this requirement is 561720 Janitorial Services and the small business size standard is $19.5M. This requirement is a Total Set-Aside for Small Business.

A firm fixed price award will be made from this combined synopsis/solicitation to the vendor that submits a quote conforming to the technical specifications, and who, based on the decision of the government, offers the best value to include technical experience, technical approach, past performance and price. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, the technical superiority outweighs the cost difference.

Vendors interested in submitting a quote are encouraged to schedule a site visit prior to submitting a quote. The government will not pay for any costs associated with attending a site visit. Vendors interested in scheduling a site visit should contact Mike Oldham at mike_oldham@fws.gov or 620/405-0140.

Submission of Offers Quotes should include price and technical capabilities of the offeror. The Government intends to issue a fixed-price contract as a result of this RFQ. Interested parties should submit a quote that includes the vendor DUNS number and itemizes, at a minimum, the cost per hour for each labor category needed to perform services and incidental expenses. In addition, provision 52.204-26 on page seven (7) of the RFQ must also be completed and submitted with the quote. Offerors are advised to provide their best and final pricing, including any proposed discounts, upon initial submission. Emails offers will be accepted and are preferred over fax or USPS mail.

The technical capabilities will be evaluated on the following factors:

1. Technical experience, capacity and expertise to perform the required tasks within the period of performance.

2. Past Performance. The quote should include three (3) examples of successful, timely completion of similar work. Examples may be from federal, state, or local government. The following information must be included:

-Name of the job (to include address) -Issuing agency or company -Contract/Identification number -Start and completion dates -Brief description of the scope of work -No less than two (2) valid references that include: Agency Name, Point of Contact, Phone Number, Email Address

These factors will be evaluated equally and considered significantly more important than price during the evaluation phase. Award will be made on a firm-fixed price basis. Due to time constraints, the government anticipates awarding this order based on initial quotes.

Offeror Questions Regarding the RFQ All questions should be submitted to lydia_patrick@fws.gov. Please be advised that the Government reserves the right to transmit those qustions and answers of common interest to all competing contractors. Should any question or comment be received by the Government after the prescribed timeframe, the Government reserves the right to respond per its discretion.

Quotes may be submitted on the attached OF-347 or company letterhead with all pertinent points of contact information including CCR Cage Code, DUNS No. Tax ID No., and business size/type. No formal format is required as this is a combined synopsis/request for quotation. If your company has a GSA contract, please provide the GSA contract number as well. Offers must be received by 3:00 pm mountain time, February 23, 2021 at the U.S. Fish and Wildlife Service, 115 Railway Street, Scottsbluff, NE 69361. Offers received after this date and time will be considered non responsive in accordance with 52.212-1(f) and will not be evaluated.

In order to be eligible for award, it is mandatory that the offeror complete registration in the System for Award Management (SAM) database (https://www.sam.gov) and the the offeror must be listed in SAM as an active vendor. (Note: SAM is a FREE website and there is never a cost to complete registration.)

NOTE: Following receipt of an Award, payment requests for all new awards must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP). Following receipt of an award, the awardee must use the IPP website to register, access, and use the IPP for submitting requests for payment. The IPP website address is: https://www.ipp.gov (NOTE: IPP is a FREE website and there is never a cost to complete registration).

Quotes must be submitted by 3:00 PM MT on February 23, 2021 via email to the POC listed above. Late or incomplete quotes may not be accepted.
