1. GENERAL INFORMATION The purpose of this contract is to provide janitorial services at the Quivira National Wildlife Refuge located at 1434 NE 80th Street, Stafford, KS. The contractor shall assume all responsibilities associated with the cleaning of the administrative building (office and visitor center, and office area of the maintenance/fire shop building. This Performance Work Statement (PWS) describes a performance based work environment in terms of “what” the required service output is rather than task-based or “how” the work is to be performed. The ultimate goal of the contractor shall be to ensure that the facilities are maintained and cleaned to meet the needs of the U.S. Fish and Wildlife Service customer.

1.1 Performance Work Statement (PWS) Organization. The sections of the PWS are as follows: General Information contains foundational information; Description of Services provides a narrative of services to be accomplished; Service Delivery Summary (SDS) identifies the performance measurements; Other Conditions and Government Furnished Property defines the Government and contractor requirements.

1.2 PWS Implementation. The contractor shall be responsible for the supervision, personnel, vehicles, scheduling, and other items necessary to provide janitorial services to the facilities described. The contractor is encouraged to use innovative processes and continuous quality improvement in the performance of the PWS.

1.3 There must be an approved schedule submitted prior to work beginning. The contract period should begin as of March 1, 2021and run through February 28, 2022, or the beginning of the month following the award of the contract for a twelve month period.

1.4 Work Hours and Special Conditions. Normal office hours are 7:00 am to 4:30 pm, Central Time, Monday through Friday, except Federal Holidays. All cleaning services shall be performed outside normal office hours as outlined in this section. PLEASE NOTE: An alternate work schedule may need to be worked out during the months of January through March due to inclement weather conditions.

1.5 Federal Holidays. The following Federal Holidays are observed by the Quivira National Wildlife Refuge:

New Year’s Day, January 1st or the Friday preceding or Monday following

Martin Luther King’s Birthday, 3rd Monday in January

President’s Day, 3rd Monday in February

Memorial Day, Last Monday in May

Independence Day, July 4th or the Friday preceding or Monday following

Labor Day, 1st Monday in September

Columbus Day, 2nd Monday in October

Veteran’s Day, November 11th or the Friday preceding or Monday following

Thanksgiving Day, 4th Thursday in November

Christmas Day, December 25th or the Friday preceding or Monday following

1.6 Character of Work. The work shall be executed in the best and most effective manner by qualified, careful and efficient personnel skilled in the trade, and in strict accordance with the contract documents and standards of the industry.

1.7 Key Personnel. The contractor shall furnish in writing to the Contracting Officer (CO) the names and phone numbers of all management and supervisory personnel no later than the start of contract performance. The CO shall be notified immediately whenever changes are made to these key personnel.

1.8 Employment of Government Employees. The contractor shall not employ any person who is an employee of the United States (US) Government if the employment of that person would create a conflict of interest, or the appearance of a conflict of interest. Furthermore, the contractor shall not employ any person who is an employee of the Department of the Interior unless such person seeks and receives proper approval. The contractor is prohibited from employing off-duty Government Quality Assurance Personnel (QAP) who are managing any contracts or subcontracts awarded to the contractor.

1.9 Building/Facility Access Control. The contractor shall establish and implement methods of ensuring all access provided by the Government to the contractor are not lost or misplaced and are not used by any unauthorized persons. The contractor shall include procedures for immediate reporting to the QAP or CO any occurrences of lost, unauthorized uses, or unauthorized duplication of keys.

1.10 Corrective Action(s). In the event keys are lost or duplicated, the contractor may be required, upon written direction of the CO to re-key or replace the affected lock(s). The Government may, at its option, replace the affected lock(s), or perform re-keying and deduct the cost of such from the monthly payment due to the contractor

1.11 Environmental, Health, and Safety Training. The contractor shall provide their personnel with environmental, health, and safety training to ensure compliance with all federal, state, and local laws or regulations.

1.12 Compliance with Laws and Directives. The contractor shall comply with all applicable federal, state, and local laws and regulations including, but not limited to, Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA). Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor.

1.13 Quality Control. Quality control will be a combined effort of the contractor and the Government based on contractor performance, metrics, and customer complaints.

2. DESCRIPTION OF SERVICES

2.1 Work to be accomplished. The work to be performed under this contract and in accordance with these contract documents shall consist of furnishing all necessary labor, and performance of all work shown and described in the contract documents, all of which are made a part thereof. All work will be accomplished according to work hours and special conditions described in 1.4 above. Only Contractor and Contractor’s employees are authorized in the building and shall turn off all lights, close and lock all exterior doors prior to leaving the premises.

2.2 Location. The facility is located at 1434 NE 80th Street, which is approximately 15 miles northeast of Stafford, KS. The facility to be cleaned consists of one administrative building (office and visitor center) and the office area (maintenance and fire) of one shop building.

The administrative building consists of approximately 6,720 square feet of floor area on the main level, approximately 2,440 square feet of which has carpet; the rest is either composite or ceramic tile. The main level consists of six (6) office areas, five (5) cubicles, a reception area, a public use area, a conference room, a room for office machines and file cabinets, a kitchen area (consist of one (1) sink, two (2) microwave ovens, and one (1) table), two (2) public restrooms and one (1) office restroom. The men’s restroom has one (1) urinal, one (1) toilet, and one (1) sink. The women’s restroom has two (2) toilets and one (1) sink. The office restroom has one (1) toilet and one (1) sink. The area to be cleaned on the lower basement level consists of approximately 400 square feet of unfinished storage area with a concrete floor. The east and west stairs from the main level to the lower level are also to be cleaned. There is one (1) office located in the lower level that will remain locked when staff are not available, and will not be cleaned. The maintenance and fire office area located in the maintenance shop consists of approximately 800 square feet of tile floor throughout two (2) office areas and one (1) staff restroom.

Refuge staff will routinely inspect all locations listed above soon after the cleaning service is provided. The inspection notes will be used to provide feedback to the contractor on quality of the service, or other information on a case by case basis.

2.3 Frequency of Work.

Weekly services:

The following services shall be performed once a week:

a. Restrooms (office/visitor center/shop): Wash and rinse exterior and interior surfaces of all toilets (stools and seat assemblies), urinals and washbasins with disinfecting cleaner. Stainless steel surfaces shall be wiped dry after washing to remove cleaning solution spots and streaks. Mirrors shall be cleaned with window cleaner and left free of any spots or streaks. Toilet tissue holders, paper towel and soap dispensers shall be filled. The Government will provide toilet tissue, paper towels and soap for the Contractor to fill the dispensers.

b. Tile/concrete floor surfaces: Remove floor mats. Sweep and scrub with disinfecting detergent all tiled floor surfaces on main floor of administrative building and shop office space. Composite tile must be cleaned with a non abrasive cleaner. Vacuum floor mats and replace mats after floors are dry. Contractor is not required to move furniture other than chairs and wastebaskets when performing this duty, nor is the Contractor required to move other items covering floor space.

c. Wastebaskets (office/visitor center/basement/shop): Empty all wastebaskets, including outside garbage containers just outside the front and back doors of the administrative building, and dispose of waste in dumpster located near the shop area. Replace trash bags in wastebaskets. Recycled paper containers are not to be emptied by the contractor. The Government will provide trash bags.

d. Dusting: Remove dust from furniture and equipment, including, but not limited to window ledges, desks, chairs, tables, counter tops, file cabinets, shelves, bookcases, door jambs, office machine stands, and photocopier trays.

· A feather duster shall be used on electronic equipment. No cleaning agents shall be used on this equipment.

e. Water Fountain: Clean and dry exposed surfaces of water fountain and water bottle filling station.

f. Carpeting: Thoroughly vacuum all carpets in administrative building. Vacuum under and around all furniture. Contractor shall move chairs and wastebaskets in order to thoroughly vacuum the floor area that is easily accessible to vacuuming when the chair is absent. Contractor is not required to move furniture other than chairs and wastebaskets when performing this duty, nor is the Contractor required to move other items covering floor space.

g. Kitchen Area: Clean sink with disinfecting cleaner and clean surfaces of counter-tops, and lunch room table. Wash the exterior and interior of microwave, and exterior only of the refrigerator. The Contractor is not required to wash lunch dishes.

Monthly services:

The following services shall be performed once per month:

a. Windows: Contractor shall wash inside and outside of entry windows, entry doors, and interior windows and doors that have no surface on the exterior of the building. Dust all blinds in Visitor Center and Conference Room.

b. Carpeting: Contractor shall spot clean carpets as necessary.

c. Basement Floor & Stairs (east/west): Sweep and spot clean basement floor and stairs. Contractor is not required to move storage items and furniture other than chairs and wastebaskets when performing this duty, nor is the Contractor required to move other items covering floor space.

3. SERVICE DELIVERY SUMMARY

The contractor requirements are summarized into performance objectives that directly relate to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service for each requirement. These thresholds are critical to mission success. *Complaints will be researched by the Government to determine their validity.

4. OTHER CONDITIONS

Only the Contractor and his/her employees are authorized on site. U.S. Fish & Wildlife Service equipment such as radios, fax machines, typewriters, televisions, computers etc. shall not be used by the Contractor or his/her employees.

5. GOVERNMENT FURNISHED PROPERTY

The government will provide all cleaning equipment needed to provide the service including, but not limited to brooms, vacuum cleaner, rags, towels, cleaning products, trash bags, and mop. Toilet paper, paper towels for restroom dispensers (folding type), hand soap and dish detergent will also be provided and available to Contractor as needed to maintain restroom supply. The Contractor will keep stock of the cleaning material supply and communicate the need for replacement supply items.

6. CONTRACTOR FURNISHED PROPERTY

The Contractor will not be required to supply any cleaning supplies (product and equipment).
