About this file
This document is a Request for Information (RFI) for a High-Precision Isotopic Carbon Analyzer for the U.S. Geological Survey Woods Hole Coastal & Marine Science Center. The specific requirement is for a Gas Analyzer capable of simultaneously measuring δ13C of methane (CH4) and carbon dioxide (CO2), with precise CO2 isotope measurement. The preferred model is the Picarro G2201-i High-Precision Isotopic Carbon Analyzer, which must interface with existing USGS equipment and support projects characterizing natural gas from petroleum systems and living ecosystems.
The solicitation (Number 140G0125Q0113) is a total small business set-aside under NAICS code 334516 with a size standard of 1,000 employees. Interested firms are invited to submit responses demonstrating their capabilities by April 07, 2025, at 10:00 AM Pacific time, via email to dparkin@usgs.gov. Respondents are encouraged to indicate their socioeconomic status, as this will influence whether the forthcoming solicitation will be conducted as a full and open competition or as a small business set-aside. The government anticipates awarding a firm-fixed price contract, and submissions are voluntary with no guaranteed reimbursement of response costs.

Text version
To continue supporting ongoing and planned mission critical investigations, an analyzer that compatible with the USGS analytical equipment portfolio is required.
1.0 Salient Characteristics/Components:
The Gas Analyzer must have the following salient characteristics and components:
· The Gas Analyzer must simultaneously measure δ13C of CH4 and CO2
· While measuring CH4 and CO2 simultaneously, the Gas Analyzer must measure the δ13C of CO2 with a precision <0.16‰ and the d13C of CH4 with a precision of <0.6‰.
· While measuring CH4 and CO2 simultaneously, the Guaranteed Spec Range of the CO2 δ13C measurement must be tested and certified to be from 200 to 2000 ppm.
· While measuring CH4 and CO2 simultaneously, the Guaranteed Spec Range of the CH4 δ13C measurement must be tested and certified to be from 1.8 to 500 ppm.
· The Gas Analyzer must use Cavity Ring-down Spectroscopy (CRDS) time-based measurements.
· The Gas analyzer must have commercially available optional equipment that will:
· prepare water samples with dissolved carbon or carbonates for δ13C analysis
· prepare small gas samples (<30ml) for δ13C analysis
· Combust solid or bulk samples for δ13C analysis
· The Gas Analyzer must be proven to be compatible with the discrete sample introduction module (DSIM) developed and patented by the USGS, as described by Pohlman et al. (2021).
· The Gas Analyzer must include an external vacuum pump with a leak free diaphragm, fittings, and tubing to enable closed-loop recirculation analysis, including the USGS DSIM.
· The Gas Analyzer must be able to use nitrogen or air as the carrier (or background) gas
2.0 Applicable Documents:
A G2201-i CRDS, closed system pump kit that includes an upgraded vacuum pump with a leak-free diaphragm and other modifications required to meet salient characteristics above, and an optimized mode for δ13C analysis of low CO2 concentrations (200 ppm) using air or nitrogen as the background (or carrier) gas.
3.0 DELIVERABLES
The vendor will deliver the Gas Analyzer at the UGGS Woods Hole Coastal and Marine Science Center.
