About this file

This is a combined synopsis and solicitation document issued as a Request for Quotation (RFQ) by the Washington National Guard for K9 Training Simulators. The solicitation number is FY26-0012392909, and the requirement is for two (2) K9 Training Simulators with all associated accessories, training, and support necessary for deployment in a training environment at Camp Murray, WA 98430. This is a small business set-aside (100 percent) under NAICS code 334511 with a size standard of 1,350 employees. Vendors must be registered and active in SAM.gov at the time of quotation submission and at the time of award. The pricing structure requires FOB Destination delivery terms, and all interested parties must submit product specifications clearly articulating how they meet the requirements outlined in the Statement of Objectives (SOO).

The government will evaluate proposals using a streamlined comparative trade-off evaluation approach based on three primary factors: past performance (within three years, weighted more heavily for recent performance), technical capability, and price. Award will be made to the responsible offeror representing the best value to the government, which may not necessarily be the lowest-priced quote. The evaluation criteria state that proposals with no past performance available will receive a "neutral confidence" rating. If more than three quotes are received, the government will identify a grouping of the most competitively priced quotes and may not evaluate remaining quotes unless deemed necessary. Proposals must include pricing for all line items, technical specifications addressing connectivity, upgradability, compatibility, warranty and maintenance terms, and up to five relevant projects completed within the past three years with current points of contact.

52.212-2 Evaluation—Commercial Products and Commercial Services. (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Past Performance (within 3 years)

ii. Technical Capability

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

52.212-2 Evaluation—Commercial Items (Addendum Replacing 52.212-2 in full)

BASIS OF AWARD: The Government will award a firm-fixed priced contract to the responsible offeror representing the best value to the government, using a streamlined comparative trade-off evaluation IAW FAR 12.602 & 13.106-2 and the below, which may result in award to other than lowest priced quote.

Your quote should contain your best terms. The Contracting Officer may reject any or all quotes. After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing a purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR Part 15.

LATE SUBMISSIONS: The Government will not consider any quote that we receive after the deadline unless we receive it before we award a contract and consideration of the quote is in the best interest of the Government.

STANDING PRICE QUOTATIONS: Standing price quotations may be used if needed and deemed in the best interest of the Government.

PRICE: Government will record total evaluated prices (to include options). If more than 3 quotes are received, the Government will identify a grouping of the most competitively priced quotes; remaining quotes will not be evaluated further unless later deemed necessary.

If after non-price evaluation it is deemed the apparent awardee has unrealistically low or unbalanced pricing, the Government will communicate with the vendor to ensure there was not a mistake in pricing prior to award. If a mistake is claimed, it will be handled IAW FAR 14.407.

Options. The Government will evaluate offer for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

TECHNICAL: The Government will evaluate the technical proposal requested in 52.212-1 Addendum, noting significant areas of either concern or value. Evaluation of this factor will assess the offeror's proposed approach and understanding of the requirements and risk of unsuccessful performance of the proposed approach to technical capability in accordance with PWS. Government may deem a quote to be technically acceptable or superior if their technical solution differs from the PWS or does not meet the technical minimums, but ultimately results in a solution that will meet or exceed the intent of the Government’s needs and would involve an acceptable level of risk.

PAST PERFORMANCE: Past Performance will be reviewed and may be based on Contracting Officer’s prior knowledge/experience; past performance inquiry replies; CPARS, FAPIIS, or any other reasonable basis. The Government will evaluate the offeror’s past performance to determine the likelihood that the offeror will successfully perform the required effort described in the SOO. Past Performance within the past 3 years will be considered more heavily than beyond 3 years. Offers with no past performance available will receive a rating of “neutral confidence”.

Adjectival Rating
Description
Substantial Confidence
Based on the Offeror’s performance record, the Government has a high expectation that the Offeror will be able to successfully perform the required effort.
Satisfactory Confidence
Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will be able to successfully perform the required effort.
Neutral Confidence
No performance record is available, or the Offeror’s performance record is so sparse or lacking recency/relevance that no meaningful confidence assessment rating can reasonably be assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence
Based on the Offeror’s performance record, the Government has low expectation that the Offeror will be able to successfully perform the required effort.
No Confidence
Based on the Offeror’s performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

MULTIPLE AWARDS: Government will not make multiple awards unless circumstances deem it appropriate and in the best interest of the Government.

AWARDING WITHIN BUDGET: If deemed necessary to stay within budget, the Government may reduce quantities and reach out to offerors with acceptable or better non-price proposals, requesting they revalidate or update their unit pricing. Alternatively, the Government may cancel the requirement if needed.
