About this file
This is a Statement of Objectives for K9 Medical Simulators to be procured by the Department of the Army National Guard for deployment at Washington CDP WRCTC Building 104, Camp Murray, Washington.
The K9 simulators must provide interactive, life-like responses to medical treatment and enable learners to perform critical life-saving tasks with realistic experience. Required system functionality includes full anatomical skeletal motion, realistic airway with adjustable breathing, intubation with chest rise and fall, audio queues (barking, whimpering, growling, stertor, and stridor), bilateral cephalic IV training with flash cue, bilateral needle decompression/thoracocentesis with air release, adjustable femoral pulses controlled via remote, Gastric Dilatation Volvulus decompression site, CPR chest compressions with resistance, mouth-to-snout resuscitation, packable bleeding junctional wound, moveable simulated gunshot wound for chest seal training, and tracheostomy training site with multi-layered tissue. Essential minimum characteristics that all offers must incorporate include packable wound, pulse, airway management, movable jaw, intubation, breathing response, tracheostomy, needle decompression, CPR, IV insertion, and intraosseous infusion capabilities.
The Government will make award decisions using a Best Value (Trade-off) evaluation process considering price and other factors including warranty coverage, system support, ease of use and functionality, compatibility with future products and technology, product quality relative to industry standards, technology currency, and scheduled delivery and installation time. The Contracting Officer retains broad discretion to award based on these criteria. The Government encourages solutions that maximize efficiency and cost savings while providing a high-quality, dynamic, and technologically current system and explicitly invites discussion of any potentially restrictive language to ensure innovation and advanced solutions are not precluded.

STATEMENT OF OBJECTIVES
12 JANUARY 2025
K9 MEDICAL SIMULATOR
WASHINGTON CDP WRCTC BUILDING 104
CAMP MURRAY, WASHINGTON
1. DESCRIPTION OF SERVICES
1.1. Requirements of K9 Simulator: The K9 simulators should provide interactive life-like response to medical treatment and allow learners to perform a wide range of critical life-saving tasks, with realistic experience. The simulator must be a state-of-the-art skills trainer that simulates active breathing, audio queues and replicates the look, feel, and function of actual medical procedures.
1.2. System Functionality:
a. Full anatomical skeletal motion
b. Realistic airway with adjustable breathing
c. Intubation with chest rise and fall
d. Audio queues including barking, whimpering, growling, stertor, and stridor
e. Cephalic IV training (bilateral) with flash cue
f. Needle decompression/thoracocentesis with air release (bilateral)
g. Femoral pulses strength and speed adjustable via remote control
h. Gastric Dilatation Volvulus decompression (GDV) site (bloat)
i. CPR chest compressions with resistance
j. Mouth-to-snout resuscitation
k. Packable bleeding junctional wound
l. Moveable, simulated Gun Shot Wound (GSW) for chest seal training
m. Tracheostomy training site with multi-layered tissue
n. Realistic look and feel
o. Remote control with real-time sensor data and programmable scenario
2. EVALUATION OF OFFERS
2.1. Essential Characteristics: The following are the minimum essential characteristics that must be incorporated into the design or requirement specifics:
a. Packable wound
b. Pulse
c. Airway management
d. Movable jaw
e. Intubation
f. Breathing response
g. Tracheostomy
h. Needle decompression (thoracocentesis)
i. CPR
j. IV insertion
k. Intraosseous infusion
2.2. Best Value Determination/Evaluation of Offers
a. The basis for evaluation will be a Best Value (Trade-off) process where price and other factors will be considered. Other factors include (but are not limited to): Included warranty, system support, ease of use/functionality of equipment, compatibility with future products/technology, quality of products as related to industry standards, currency of technology, scheduled delivery/installation time. The Contracting Officer will have broad discretion to make an award in the best interest of the government based on these evaluation criteria and IAW FAR 13.106-2(b).
b. The Government encourages solutions that will maximize efficiency and cost savings while providing a high quality, dynamic, and technologically current system.
c. Any perceived restrictive language (including listed specifications) in this Statement of Objectives is open to discussion and clarification. It is not the intention of the government to restrict innovation or technologically advanced solutions. All changes must comply with the intended purpose of this facility.
