About this file

This is a Questions and Answers document for RFQ BSA 438002 addressing vendor inquiries regarding device specifications and procurement terms.

The document clarifies four key requirements: (1) Device testing may be satisfied through SEM (scanning electron microscopy) images and metrology of structures; X-ray beamline-based diffraction efficiency testing is not required. (2) Delivery terms follow Incoterms 2020 DAP (Delivered at Place), with the seller responsible for export packing, loading charges, delivery to destination, export duties, taxes, and customs clearance, while BSA assumes responsibility for unloading at destination and import duties, taxes, and customs clearance. (3) The silicon frame specification of 15 mm × 15 mm may be substituted with a 14 mm × 14 mm chip format. (4) The grating pitch specification originally stated as "150mm" is corrected to "150nm" (nanometers), correcting a typographical error in the original solicitation.

RFQ BSA 438002 Solicitation Questions and Answers

Question 1. Device Testing According to Referenced Publication

The RFQ states that the device testing shall meet the standards described in the referenced Optica publication. Vendors do not operate an X-ray beamline facility and has no access to any; therefore we cannot perform full X-ray characterization as described in the publication. Our standard scope includes fabrication and SEM (scanning electron microscopy) metrology of the structures, but not beamline-based diƯraction eƯiciency testing.

Answer: Yes, SEM images are suƯicient. We don't expect X-ray testing

Question 2. Delivery Terms – DAP Including Duties

The solicitation indicates DAP delivery however it is defined to including customs duties. As a Swiss manufacturer, we cannot assume open-ended liability for potential future import duties, tariƯs, or political changes that may apply at the time of shipment.

These variables are outside our control and may change during the 28-week production period.

We would appreciate clarification whether DAP excluding import duties would be acceptable.

Alternatively, could you confirm that you do not need to pay import duties.

Answer: Incoterms 2020 for DAP says: Seller is responsible for Export Packing; Loading Charges; Delivery to Port/Place; Export Duty, Taxes & Customs Clearance; Origin Terminal Charges; Loading on Carriage; Carriage Charges; Insurance (negotiable); Destination Terminal Charges; Delivery to Destination. BSA is responsible for Unloading at Destination;

Import Duty, Taxes & Customs Clearance.

Question 3. Frame Size

The specification lists a 15 mm × 15 mm silicon frame. Will a 14 mm × 14 mm frame size be acceptable. Our standard substrate format is 14 mm × 14 mm. Could you please confirm whether a 14 mm × 14 mm frame size would be acceptable for this procurement?

Answer: Yes, a 14x14 mm chip would be adequate.

Question 4: We have received a question from our vendor regarding the specification for the grating in your solicitation. Specifically, they have asked for clarification on the “Pitch:

150mm” — the units provided do not seem typical for a grating period, and they would like to confirm the correct units. Could you please confirm the correct value and units for the grating pitch so that we can proceed with accurate pricing and submission?

Answer: It's a typo, the units are nm not mm. Pitch: 150nm
