About this file

This Statement of Work details preventative maintenance requirements for two bi-fold hangar doors at the United States Park Police (USPP) Aviation Unit Heliport in Washington, DC. The National Park Service (NPS) seeks a contractor to perform quarterly preventative maintenance and provide emergency repair services to ensure the critical mission-readiness of the facility's helicopter deployment infrastructure. Key service specifications include comprehensive quarterly inspections of door components such as cables, pulleys, motors, electrical controls, and structural elements, with a requirement for 24/7/365 emergency response capability and a maximum 2-hour response time for service calls.

The contract mandates the contractor provide all labor, tools, equipment, and expertise to maintain the hangar doors, with specific responsibilities including detailed condition assessments, mechanical adjustments, lubrication, and repair cost estimates. The maintenance must be performed four times annually, with work scheduled between 6:00 AM and 5:00 PM on weekdays. The contractor must warrant all materials, parts, and labor for one year, comply with OSHA and safety regulations, and provide uniformed employees with proper communication and safety protocols. Payment will be based on quoted line items, with invoices submitted through the Internet Payment Platform (IPP) System and verified by the Contracting Officer's Representative (COR).

NATIONAL PARK SERVICE NATIONAL CAPITAL PARKS-EAST

PREVENTATIVE MAINTENANCE ON HANGAR DOORS

UNITED STATES PARK POLICE AVIATION

SCOPE OF WORK

Background:

The National Park Service (NPS) owns and operates the heliport at 1901 Anacostia Drive SE, Washington, DC, which houses the United States Park Police (USPP) Aviation Unit. This facility provides critical emergency and life-support services for NPS, USPP, and other agencies. It is the only USPP facility capable of delivering this function.

The heliport includes two hangars with large bi-fold doors that must always remain fully operational to ensure rapid deployment of helicopters. These doors require routine preventative maintenance to avoid mechanical failures that could impede emergency response capabilities. Given the doors' size and the mission-critical nature of their function, this maintenance work is specialized and must be conducted by a contractor with the appropriate expertise, experience, and equipment.

Scope of Services The contractor shall provide all labor, tools, equipment, and expertise necessary to perform preventative maintenance and emergency repair services on two (2) bi-fold hangar doors located at the USPP Aviation Unit Heliport, 1901 Anacostia Drive SE, Washington, DC. The services include, but are not limited to, the following:

• Quarterly Preventative Maintenance:

Perform scheduled preventative maintenance on both bi-fold hangar doors and all associated components. This includes inspection, testing, lubrication, adjustment, and servicing of:

o Cables and pulleys o Motors and drive mechanisms o Locking and safety mechanisms o Electrical controls and limit switches o Hinges, panels, and structural components

• Repair Estimates:

Provide detailed cost estimates for any repairs or major adjustments needed to address deficiencies identified during preventative maintenance. Estimates must include labor, parts, and any applicable lead times.

• Emergency Repair Services:

Provide 24-hour on-call support for emergency repairs to ensure hangar door operability. The contractor must respond promptly to service calls to minimize downtime and ensure uninterrupted mission readiness.
