SCOPE OF WORK

DEVA Double Vault Toilet This project is for the demolition & removal of an existing double vault toilet and supply and installation of a Precast Concrete Double Vault Restroom at Badwater Basin Parking at Death Valley National Park, Death Valley, California, 92328.

Product:

Deliver and Install One (1) Precast Concrete Double Vault Restroom: An example of an acceptable product is: Tioga Double Vault Restroom, Two single-user ADA-compliant waterless restroom as manufactured by CXT Precast Products 606 N. Pines Road, #202, Spokane Valley, WA 99206, 509-703-3384 or approved equal. New building will replace an existing vault toilet building and liner. Existing building and liner will be removed and disposed of prior to installation.

Existing excavation is expected to fit new liner, however the contractor shall have proper equipment and labor on site to adjust excavation as necessary; as well as bed, backfill and finish-grade.

Place of Performance:

“BadwaterBasin", approximately 153 miles west of Las Vegas, (36°13'45.69"N, 116°46'3.72"W). Badwater road, off

CA-190, is windy and flat. The parking lot can be barricaded at the South Entrance/exit and barricaded up to half of the parking lot to keep an area free from visitor vehicles, but the North half of the parking lot will remain open to visitors. See attached maps and google map driver views for details. The Section of CA-190 from Beatty is weight restricted and the delivery must come from Death Valley Junction. NPS encourages a site visit before submitting a quote. No RSVP is required, as the area is open to the public 24/7.

Submit with Quote:

Product Data/Features, Warranty information, and relevant Cut Sheets. Please mark any specification that differs from the salient characteristics on this Scope of Work. Ensure Design standards and references, below, are included in the submittals.

Period of Performance: 180 days from award.

Submit After Contract award: Within 7 calendar days after award, submit the following. NPS shall review within 7 calendar days. Once all submittals are approved, a pre-installation meeting (Microsoft teams) will be scheduled.

· Certificate of Liability Insurance with limits listed in the Request for Quote (RFQ)

· Accident & Safety plan specific to Death Valley National Park

Superintendence:

Awardee/Contractor is responsible for directly superintending the installation, onsite, all days in which work is being done. Subcontractors shall not superintend.

Specifications:

Doors: One Steel Door per room, 3’-0” x 6’-8” x 1 ¾” thick, 18-gauge steel flush door will be installed w/commercial grade 1 lever handles inside and out. Outside handle being SFIC (small format interchangeable core) compatible, Interior handle being push button for exterior doors. Mortised deadbolts, Spring door hinges w/adjustable tension, automatic closing. Door sill seals shall be provided at the bottom of each door. Door louvers shall be mounted on each door, with an 18-14 screen mesh. Door bumpers measuring approximately 2 3/8” in diameter shall be mounted to the exterior of the doors. Doorstops attached to the concrete to prevent damage to door from wind blows. Kick stand type door holds for propping the door open for cleaning/ maintenance activity.

Window: One window per room, measuring approximately 20” x 36”, w/1/4” Lexan polycarbonate, clear/opaque glazing finish.

Signs: UNISEX signage that also meets ADA-ABAAS standards that will be mounted on the exterior wall of the toilet adjacent to the latch. Interior signage will read “PLEASE DO NOT PUT TRASH IN TOILETS. IT IS EXTREMELY DIFFICULT TO REMOVE- Thank you” Toilet Riser: Toilet Riser shall be 18” high for the toilet, white in color, polyethylene, heavy duty seat and lid.

Grab Bars: Stainless steel, 18-gauge materials, satin non-slip finish, 1 ½” outside diameter tubing, mounted to ADA standards.

Toilet Paper Dispensers: Bar-type shall be constructed of stainless steel with a satin finish. Designed to hold 3 standard rolls of toilet paper, predrilled and slotted for locking the bar.

Concrete Vault Capacity: 1000 gallons with rotomolded 8460 vault liner, minimum 100mil thickness.

Single Vault Cleanouts: Shall be a raised steel frame measuring approximately 21”x 34”. The door will be ¼” Diamond plate steel and will be hinged at the back with a locking hasp that accepts a standard padlock. The vault cleanout door will have a continuous rubber gasket around the perimeter which will provide an airtight seal.

Vault Vent Pipe: Shall be a 12” diameter polyethylene plastic pipe, high density, black color, UV stabilized HDPE pipe, and shall also have a screen/rain cap.

Miscellaneous Specifications:

A. CXT vault toilet or approved equal.

B. The following toilet options shall be included / installed :

1. Heavy Duty Vent Stack Screen

2. Toilet signage Unisex & Accessible

3. Vents on Rear Wall

4. Schlage Privacy Latch ADA Handle

5. “Ribbed Metal” Roof style Texture in Golden Beige color

12. Marine Package for Extra Corrosion Resistance

Delivery:

Access to Sites: The site is located off Badwater Road. Access to the site will be by paved road. Contractor is highly encouraged to visit the sites prior to bidding the project. See maps below. Contractor shall provide all equipment, materials and labor needed to remove old building and its contents and offload new building, adjust existing vault excavation (see photos) and site work pursuant to this scope of work. NPS suggests the use of a “mini” excavator (approximately 2-4 tons). Excavator shall have rubber tracks installed prior to offloading onsite, to mitigate pavement damage. Steel tracks will not be permitted.

Contractor shall notify the Government 14 calendar days in advance of the expected delivery date. Contractor shall immediately notify the Government of any unexpected delay so that other arrangements can be made.

Applicable hauling permits, freight charges, and traffic control are the responsibility of the Contractor.

Delivery schedule shall be coordinated with the Government’s designated Contracting Officer’s Representative (COR).

Superintendence:

Awardee/Contractor is responsible for directly superintending the installation, onsite, all days in which work is being done. Subcontractors shall not superintend.

Certificates of Conformance:

A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

B. Format: The Certificate of Conformance provided by the contractor shall:

1. State that the named product conforms to the Contract requirements.

2. Either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.

3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.

4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification

Quality Assurance:

Provide evidence of commitment to quality craftsmanship as demonstrated by the following:

A. Contractor Qualifications

1. Be ISO 9001 certified at the time of bid.

2. Manufacturing plant must be Precast Concrete Institute (PCI) certified at the time of bid.

3. Contractor must provide stamped, engineered drawings.

4. The concrete roof to have a minimum of a 7/12 pitch.

B. WARRANTY: manufacturer’s standard warranty shall be minimum 1-year from installation.

Site Safety:

The Contractor shall be fully responsible for implementing and maintaining a comprehensive Site Safety and Health Plan (SSHP) specific to the environmental hazards and operational risks associated with the work at this site. The SSHP shall address all applicable federal, state, and local regulations, including OSHA 29 CFR 1926 (Construction Industry Standards), 29 CFR 1910 (General Industry), and ANSI, CDC, and NIOSH guidelines. The following specific safety elements shall be integrated into the Contractor’s safety program:

1. Heat Stress Illness Prevention (Only required if the air temperature is expected to be above 90 degrees F on any day during the installation period)

1.1. Due to the extreme heat conditions of the project location, the Contractor shall implement a Heat Illness Prevention Program (HIPP) that meets or exceeds OSHA Technical Manual Section III: Chapter 4 and NIOSH criteria.

1.2. All personnel shall be trained to recognize early and advanced symptoms of heat stress and heat-related illnesses (e.g., heat exhaustion, heat stroke).

1.3. Provide shaded rest areas and air-conditioned cooling stations located no more than a 5-minute walk from active work zones.

1.4. Ensure ready access to potable water (minimum 1 quart per worker per hour).

1.5. Employ a “buddy system” for heat monitoring, implement enforced rest breaks, and maintain a written Emergency Response Protocol including contact methods for emergency medical services.

1.6. Provide temporary shade structures or scheduled shift work to avoid peak sun exposure (10:00 a.m. – 4:00 p.m.). PPE such as brimmed hard hats, UV-rated clothing, and cooling vests shall be supplied.

2. Spill Prevention, Control, and Countermeasure (SPCC)

2.1. All hazardous substances (fuel, oil, solvents, sewage) shall be handled in accordance with EPA SPCC Rule (40 CFR Part 261) and NPS hazardous materials policy.

2.2. Contractor shall furnish spill kits commensurate with the materials and quantities on-site. Spill kits must include absorbent pads, booms, PPE, labeled disposal containers, and chemical neutralizers where appropriate.

2.3. All field personnel must be trained in spill response procedures, containment techniques, and reporting mechanisms.

2.4. Reportable Accidents (per OSHA 29CFR 1904): A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100.

A. Notify Contracting Officer immediately in the event of a reportable accident.

B. Within 7 days of a reportable accident, fill out and forward to Contracting Officer an Accident/Property Damage Report (Form CM-22). Form may be obtained from the Contracting Officer.

C. A designated spill response supervisor shall oversee spill prevention planning and documentation.

3. Sewage and Bloodborne Pathogen (BBP) Safety

3.1. Any work involving potential exposure to human waste shall require worker compliance with OSHA 29 CFR 1910.1030 Bloodborne Pathogens Standard.

3.2. All affected personnel must have current BBP training and shall receive pre-exposure vaccination against Hepatitis B per CDC recommendations.

3.3. Contractor shall maintain a complete and stocked BBP Spill Response Kit on site, with contents including gloves, absorbent material, disinfectants, red bag disposal containers, and protective eyewear.

3.4. Workers shall be trained in use of the BBP Kit and exposure control measures.

4. Wind and Windborne Particulate Protection

4.1. High winds and airborne sand/silica pose a significant safety and respiratory hazard. The Contractor shall conduct a wind hazard risk assessment and implement mitigation controls when wind speed exceeds safe working thresholds (typically 25 mph).

4.2. Workers shall be provided with ANSI Z87.1-rated sealed eye protection and NIOSH-approved respirators with P100 filters when particulate concentrations are high.

4.3. Skin exposure to abrasive winds shall be minimized using long sleeves, neck protection, and UV-resistant outerwear.

5. Slips, Trips, and Falls

5.1. Site surfaces shall be evaluated for uneven terrain, loose gravel, trench edges, cords, and other tripping hazards. All walking and working surfaces must comply with OSHA 1926 Subpart M.

5.2. Walkways shall be stabilized and marked with caution tape or signs where necessary. Personnel shall wear ASTM F2413-rated footwear with slip-resistant soles.

5.3. Elevated work, if applicable, shall require fall protection in accordance with OSHA 1926.501.

6. Concrete Cutting Safety

6.1. If concrete or masonry cutting is required, wet-cutting methods shall be used to suppress airborne silica in accordance with OSHA 1926.1153 Respirable Crystalline Silica Standard.

6.2. Dry cutting shall not be permitted unless site conditions prevent wet methods, and only with prior COR approval and use of HEPA-filtered dust extraction systems.

6.3. All cutting personnel shall wear NIOSH-certified respiratory protection (minimum APF 10), full face shields, and hearing protection as required by task-specific job hazard analysis (JHA).

7. PPE and General Safety Compliance

7.1. Contractor shall ensure that all personnel use required PPE appropriate for the task, including but not limited to hard hats, high-visibility vests, gloves, safety glasses, and protective footwear.

7.2. All safety gear shall meet applicable ANSI/ISEA, OSHA, or NIOSH standards.

7.3 Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair personal items, as appropriate, before issuing them to another individual.

7.4. Safety briefings and toolbox talks shall be held daily, and safety violations or incidents shall be reported to the COR immediately with root cause analysis within 48 Materials

Installation:

Demolition & Disposal Contractor will carefully remove and haul away for proper disposal of the existing 126 square foot double vault toilet. This work, along with the installation, must make every effort to stay within the concrete/ asphalt area to prevent material and equipment from touching the adjacent landscape. Installation of temporary barriers is encouraged to prevent debris from entering the sensitive landscape requiring additional remediation (cleanup) on part of the contractor.

Excavation and Elevation Contractor shall comply with all applicable OSHA Standards for excavation. Existing excavation is expected to fit new vault liner, however contractor shall have equipment on site to adjust if needed. Stockpile topsoil removed from excavation in a separate pile at site, if necessary. Excavate for the installation of the concrete restroom vault to a depth that will allow the structure site to be free draining after installation is completed. Place appropriate manufactured recommended bedding material.

The finish floor elevation shall be 6 inches above the natural grade measured at the front entrance door unless otherwise approved by NPS. Ideally, the back of the vault shall be slightly higher to allow water to freely drain out of the toilet rooms. NPS may specify a finish floor elevation within a plus or minus 0.05 feet of the specified floor elevation.

No excavation shall be left open for more than two (2) days. Any excavation left open overnight shall be fenced with wire or plastic mesh fence (minimum height of 36 inches) and secured to steel posts placed ten (10) feet apart. The bottom of the fence shall follow the contour of the natural ground around the excavation.

Backfill and Compaction Natural ground at the bottom of the vault excavation shall be compacted sufficiently, per manufacturer guidelines. Bedding material shall be supplied, installed and compacted per manufacturer guidelines.

Backfill around structure with additional bedding material if required, or native backfill if manufacturer approved. Rocks larger than six (6) inches shall not be placed within six (6) inches of the exterior vault walls.

Fill, adjacent to the building entry shall have excavated material placed in eight (8) inch loose lifts and compacted with a minimum of two passes with a mechanical compactor (jumping jack, vibratory plate, etc.).

Finish Grading Spread excess excavated material from the vault around the precast concrete restroom structure. Intended final grade is six (6) inches below the finish floor at the front entrance door unless otherwise approved by NPS. These six (6) inches of space as the finished and final layer under this contract will allow room for the placement of the final road base and pavement at a later date under a separate contract.

All areas disturbed by excavation, backfilling, and stockpiling of excavated material shall be hand raked to remove exposed rocks over one (1) inch in size. Oversized rocks shall be removed from the surface and disposed in a designated area within 200 feet of the site.

Precast Concrete Restroom Contractor will apply the provided seal between the vault and concrete floor before the toilet riser is installed. Seal and install the exhaust piping and roof structure to restroom structure in accordance with manufacturer specifications.

Vault Construction:

The prefabricated LDLE plastic liner shall be installed according to manufacturer recommendations, including proper bedding and backfill materials for a sealed fit.

Disposal of Debris:

All excess material other than native backfill shall be removed and legally disposed of by contractor.

Payment:

Lump Sum at final project completion.
