ROCK CREEK PARK

FY-23 CATCH BASIN

CLEANING

Statement of work

1. GENERAL:

Rock Creek Park (ROCR) in Washington DC, is soliciting catch basin cleaning service contract Work. This Contract consists of cleaning out up to 543 Catch Basins in Rock Creek Park. Catch Basins are expected to be cleaned out 2 times per year. Some Catch Basins may require more frequent cleaning while others may not need to be cleaned as often. The Contracting Officer’s Representative (COR) will coordinate as to which catch basins are to be cleaned and when. The Contractor shall provide all equipment, materials, and labor required to perform the work involved in cleaning out Catch Basins and Outfalls as

2.0 Tasks

The Contractor

a. The contractor shall clean catch Basins and out-fall pipes along Rock Creek & Potomac and Beach Drive. The scope of work includes catch basins and outfalls on other roadways within Rock Creek Park’s jurisdictions.

b. Clearing of other storm drainage systems within Rock Creek Park.

c. Disposal of collected silt and debris from basins, drains, and outfalls.

d. Pumping and disposing of organic and silt debris in water features of the park.

A. Material and Equipment

a. All equipment must meet Occupational Safety and Health Administration (OSHA) and any Park safety requirements.

b. EQUIPMENT: Contractor shall use equipment capable of extracting all material from catch basins and which will flush, by high pressure water, all materials in out-fall lines. Debris will be vacuumed and collected.

B. Coordination

a. Contractor shall provide contact information for the field foreman or supervisor to the COR

b. Contractor shall be prepared to respond to calls for service within 48 hours of notification.

PART 2. PRODUCTS

3.1 CONTRACTOR’S USE OF PREMISES

A. Coordinate use of premises under direction of Contracting Officer. Contractor shall confine all operations within the work area of the project.

B. Contractor’s access and travel routes within the park will be determined by the Contracting Officer’s Representative (COR) and must be strictly adhered to by the Contractor. UNDER NO CIRCUMSTANCES WILL CONTRACTOR CROSS BOULDER BRIDGE, USE THE ZOO TUNNEL, OR CROSS UNDER PORTER STREET BRIDGE WITH TRUCKS OR EQUIPMENT. The Contractor shall comply with all District of Columbia traffic regulations.

C. The Contractor shall perform all operations in the scope of work in a manner that is safe and abide by all applicable OSHA standards. The contractor shall conform to all regulations in the Manual on Uniform Traffic Control Devices and consider all safety practices in protecting Park visitors, Park employees, Contractor employees, and the environment. The Contractor shall provide all traffic control in the park except for road and lane closures which shall be coordinated with the COR. Road closures require a two-week planning and public notification process and must be coordinated with the COR at least two weeks in advance.

D. The Contractor shall obtain and pay for the use of additional storage of work areas needed for operations. The Park does not provide for any overnight storage of any equipment or materials except as approved by the COR.

PART 1. GENERAL

1.1 QUALITY ASSURANCE

A. Application: When a standard is specified by reference, comply with requirements and recommendations stated in that standard, except when requirements are modified by the Contract Documents, or applicable codes establish stricter standards.

B. Publication Date: The publication in effect on the date of issue of Contract Documents, except when a specific publication date is specified.

C. Each drain or system will be thoroughly cleaned by removing all debris with a pump or vacuum truck or device. All materials that are removed from the drains will be properly disposed of outside the park. Saturated material will be contained so no water spills on streets, roads, or in streams.

D. All work will be field inspected by the Contractor’s foreman who will approve or disapprove the work performed. Final inspection will be a collaboration between the foreman and the COR as to completion of the work according to all specifications in this statement of work.

3.1 WORKING HOURS

a) Catch basin cleaning hours will vary according to location and will be coordinated by the COR.

1. Work along the Rock Creek and Potomac Parkway may only occur between 9:30 AM and 2:30 PM weekdays. Work in this area will require the closure of one lane. Closures will be arranged by Rock Creek Park through the COR.

2. Work along Beach Drive may only occur during the same hours as mentioned above, but a minimum two week notice to the COR is required so a complete road closure can be performed. The Contractor shall coordinate scheduling with the COR. Other Park roadways have the same requirements.

3. The Contractor shall not perform any work in on the contract on weekends or holidays without the written permission of the COR.

PART 4. MEASUREMENT AND PAYMENT

A. Payment will be included under the quoted line item to which this work relates. Invoices must match these line items.

B. All invoices must be verified and approved by the COR prior to payment.

C. Invoices accompanied by acceptance reports that have been signed by the COR shall be submitted by the Contractor through the Internet Payment Platform (IPP) System.
