SOW – 1. General:
· SOW states: 543 Catch Basins in Rock Creek Park. Catch Basins are expected to be cleaned out 2 times per year.
· Is this correct? Catch Basins should be cleaned out once a year
· Previously, each catch basin was cleaned once per year.
· My pricing would be based upon mobilizing/demobilizing for the quantity of 1,086 catch basins based upon the verbiage in the SOW.
Solicitation – Description for Combined Synopsis Solicitation
· Small Business Size Standard is $8.M
· AB is an SBE firm size of $12.M to $15.M
· On previous Savin Catch Basin contracts the NACIS codes were reallocated to different code to fulfill the threshold for being considered a small business.
· Can the NACIS code be changed to reflect a SBE firm of $15.M? NAICS has been adjust, see combined syn/sol
Solicitation – Evaluation Factors and Basis of Award, 2. Technical Approach
· 2.a.Licensing is requiring business licenses in DC, MD, VA, and WV
· The work in is in DC; why will all the other business licenses be required? See updated Solicitation/Synopsis
· 2.b.Approach – Describe in detail:
· Can you elaborate what you are looking for on the ‘Contractors demonstrated records management system’? Records I'm looking for total catch basins cleaned and location tracking
· Are you looking for a copy of the companies Health & Safety? Not required
· What is a Biobased Certification? Are you looking for the companies MSDS sheets? Yes, MSDS Sheets
· 3. Past performance
· I’ve joined AB to build up their wastewater division and some of my Savin field staff have joined AB too, including one of the jet vac operators that worked on the previous Rock Creek catch basin contracts.
· Can I use my past performance from Savin? Any past performance on government contracted jobs will suffice.
Bid Sheet:
· The bid sheet doesn’t have total quantities of catch basins, jetting, fountains, or debris disposal.
· Shouldn’t it be based off the quantities to determine pricing for each Clin? Yes, it should be based of pricing for each Clin
· Monthly billing occurred on previous contracts based upon quantities, not lump sum.
Can the price sheet be modified to reflect quantities of each line item, not lump sum? Yes the price sheet can be modified to reflect line item.
