This is Amendment 0001 to a Request for Quotation (RFQ) issued by the 414th Contracting Support Brigade, U.S. Army, for tests and inspections on fire extinguishers, fire rated doors, and panic hardware at USAG Italy Darby Military Community (DMC). The amendment extends the quote submission deadline from 29 June 2026 to 15 July 2026 at 3:00 p.m. local time (Rome, Italy), adds two new attachments (Attachment 8 "Designated Countries List" and Attachment 9 "Questions and Answers"), and modifies three contract clauses including FAR Provisions 52.212-1 and 52.212-2 and FAR Clause 52.217-9 regarding evaluation criteria and contract extension terms.

Additional mandatory documentation includes a certified DURC (Document of Regular Contribution Status) not older than 90 days, Chamber of Commerce Certificate of Membership not older than two months, and a self-certification for Antimafia Communication. The acquisition includes pricing for base and option periods, with potential six-month extension periods at rates from preceding performance periods. Award will be made on an "all or none" basis to the lowest-priced quoter meeting all minimum criteria, with discussions permitted but not required.

II. FACTORS TO BE EVALUATED

FACTOR I - TECHNICAL - CERTIFICATIONS

Rating Description

Acceptable: The Quote clearly meets the minimum requirements of the solicitation

Unacceptable: The Quote does not clearly meet the minimum requirements of the solicitation

Acceptable: The quote meets the minimum requirement of the solicitation if it provided all of the below Certifications.

- UNI EN ISO 9001-2015 "Quality Management Systems"

- ISO EN 14001-2015 "Environmental Management Systems "

- a copy of "Certificato Iscrizione Camera di Commercio Industria, Agricoltura e Artigianato" which certifies that firm performing Testing and Inspection of fire extinguishers, fire rated doors and panic hardware.

provide all of the above certifications.

FACTOR II - TECHNICAL - EXPERIENCE

Rating Description

Acceptable: The Quote clearly meets the minimum requirements of the solicitation

Unacceptable: The Quote does not clearly meet the minimum requirements of the solicitation

Acceptable: The quote meets the minimum requirement of the solicitation if it demonstrates relevant experience for at least (3) works concerning the tests and inspections on fire extinguishers, fire rated doors and panic hardware. The past contract must have begun and completed within five (5) years from the date of this Solicitation or in progress from at least six (6) months, each with a minimum contract value of 15,000.00. The experience shall be provided by the quoter on the Attachment 7 "Experience Questionnaire" (in English).

Unacceptable: The quote does not meet the minimum requirement of the solicitation if it does not demonstrate to be in possession of the above experience.

FACTOR II - PRICE

Each Quote will be evaluated for price reasonableness, completeness, and total evaluated price

(TEP).

i. The price structure will consist of quantity multiplied by unit price equaling total line item cost.

The Quote price will be evaluated separately from the non-price factors. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote found to be acceptable. Quoters are required to price the base period and the option periods. Quoters shall not submit a price for the potential six (6) months extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of the performance period. The price analysis is the process of examining and evaluating a proposed price to determine if it is fair and reasonable without evaluating its separate cost elements and proposed profit. The Contracting Officer may use various price analysis techniques and procedures to ensure a fair and reasonable price. The Government will assess price reasonableness and balance by using one or more of the techniques and procedures described under FAR 13.106-3, Award and Documentation.

Generally, adequate price competition will satisfy the criteria of price reasonableness. The Government will review the pricing submissions for completeness and compliance with FAR 52.212-1 and its addendum. Incomplete price submissions may not be evaluated and the proposal may be eliminated from the competition.

ii. For purposes of evaluating the total quoted price, the Contracting Officer will add the total line item costs for CLINs 0001 through 4022 in Euros or US Dollars (in accordance with the currency indicated in the quote), plus the total value of the option to extend services under FAR 52.217-8, to derive the total evaluated price. For the purposes of calculating the total price under FAR 52.217- 8, the Contracting Officer will use one half of the sum of the total quoted prices for CLINs for the final contract year (either the base year or last option period as applicable).

iii. Total Evaluation Price. The total prices indicated at CLIN 0001 through 4022 will be evaluated for fair and reasonableness and for unbalanced pricing. Unrealistic, unbalanced or unreasonable pricing may cause a proposal to be determined unacceptable. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

Discussions MAY be conducted but are not required. The Government intends to make award based on the initial Quote submissions, without conducting discussions. Therefore, each offer should contain the Quoter's best terms from a price and technical standpoint. If during any part of the best value selection it is determined to be in the best interest of the Government, the Government reserves the right to hold discussions with Quoters to address any issues including technical and price (if necessary). Responses to discussions will be considered in making the most advantageous selection.
