STATEMENT OF OBJECTIVES

Work Order Number FEE20019-0J– Building Number GZLAF

Rubber removal Project Manager: Dustin Miner

Revision # 0 Date: 05 October 2020

1.0 Project Background

1.01 At Libby Army Airfield, the runway has aircraft landings and take offs. As part of that normal operation, the aircraft landing wheels deposit a portion of their tire material on the concrete landing portion of the runway. This project removes that rubber and repaints the corresponding lines.

2.0 Statement of Objectives

2.01 The contractor shall provide construction services and furnish all labor, material, equipment, supervision, transportation, permits, fees, and licenses necessary to perform rubber removal and repainting at the libby army airfield (LAAF) located at Fort Huachuca, Arizona. A non-specific statement of work for this repair project is provided at paragraph 4.0 below; contractor shall prepare a more detailed scope of work outlining their Contract Execution Overview (technical approach, labor hours, and materials/equipment), tentative schedule, and previous experience on this type of work. The contractor shall field verify the area of work before submitting their SOW and proposal.

3.0 Proposal Requirements

3.01 Technical Approach. The contractor proposal technical approach section must address each of the line items listed in Section 4.0, Statement of Work. Language of this section must include a description of the steps and methods by which each item of the SOW will be completed. This description must adhere to the details outlined in pertinent UFGS and UFC specifications, such that a clear understanding of the requirements can be demonstrated to a competent, qualified person.

3.02 Labor Hours. The contractor proposal labor hours section must give a detailed breakdown of labor hours, to include an estimated number of hours assigned to each trade or supervisory position, such that a clear understanding of the division of labor can be determined. In addition, the total number of hours estimated for the project should be listed.

3.03 Materials/Equipment. The Contractor Proposal Materials and Equipment section must provide a clear and detailed list of all of the building materials as well as the equipment to be used in the execution of the project. These items must be presented in a bulleted list fashion such that a competent qualified person can understand what materials and equipment will be used during the execution phase of the project.

3.03.01 Materials shall include items such as chemicals or mechanical fasteners, hardware, devices, valves, piping, sealants, structural members, and all other permanently installed materials at the project location.

3.03.02 Equipment shall consist of all tools, machinery, motorized or engine driven equipment, and all other non-permanent items which will not be left on site.

3.04 Tentative Schedule. The Contractor Proposal Tentative Schedule section must provide a detailed estimate of all activities to be conducted during the project period of performance. Scheduled actions must be listed in a logical order to demonstrate a clear timeline of the proposed project activities.

4.0 Statement of Work

The following list is not detailed in scope; the contractor shall provide a more specific scope of work:

4.01 All work shall be in accordance with specification UFGS 32 01 11.51 Runway Rubber Removal (attachment).

4.02 The contractor shall complete the removal of rubber deposits from airfield Primary Runway 26. The area of removal consists of approximately the first 5,000 linear feet of the main runway.

4.03 Re-paint all runway markings damaged during the rubber removal in the first 5,000 linear feet of the main runway. These include centerline, threshold, the number 26, touchdown and aiming point.

4.04 Prior to commencing work, the contractor shall layout the limit of removal and striping for the government’s review and concurrence.

4.05 Traffic control requirements shall be coordinated with LAAF Airfield Safety (Jason Pease 520-538-3795 or Jerry Jones 520-533-5650). All work on roadways will require advance warning signs and other necessary components appropriate for the working conditions. The contractor is required to coordinate, complete, and implement the Libby Army Airfield construction safety prevention plan (CSPP) for this work effort. The CSPP complies with The United States Army Corps of Engineers’ Engineering Manual, EM 385-1-1. The contractor shall clean up after themselves, to included cleaning their travel route on the flight-line to their construction site. The contractor shall contract a sweeper or FOD-Boss (a pull behind trailer that picks up rocks/FOD). Efforts are to ensure they don’t FOD out the ramp, taxiway, or runway areas. The contractor shall be responsible for their dumpster anywhere near the airfield. The contractor shall be responsible to ensure the lids are closed at all times (outside of actual usage).

4.06 Traffic control: All haul routes will be coordinated with the airfield management team and DPW. Low profile barriers will be provided by the airfield maintained by the contractor, as stated in the CSPP.

[https://airportbarricades.com/products/barricades/airport-barricades/solar-powered-airportbarricade-light] (lights and batteries and filling the barriers with water-at start-, keeping filled with water and emptying the barriers of water when complete and returning to user). The solar powered lights (CO-1-about $36/light) include a rechargeable battery. The contractor shall plan on replacing/installing 20 of the solar powered lights and 20 replacement batteries.

4.07 Contractor shall only work on Saturday and Sunday during day light hours. Runway shall be completely cleared of equipment and personnel at the end of each work day. Contractor shall coordinate access with the flight Operations Officer.

4.08 The operation of equipment and the performance of work upon the airfield shall be coordinated with both the government representative and the Flight Operations Officer. Neither equipment nor personnel shall use any portion of the airfield without permission of the Flight Operations Officer. In all cases, verbal communication shall be maintained with the control tower before and during work upon and in the vicinity of the airfield. The control tower shall be advised when work is completed. The contractor must have a trained supervisor on the job at all times who will maintain radio contact with the tower.

4.09 Emergency landings and take-offs shall take precedence over all Contractor operations. When notified or an emergency situation, the Contractor shall cease all rubber removal operations and immediately clear the runway of all equipment and personnel for a distance of at least 200 feet from the edge of the runway.

4.10 The runway surface is concrete (Portland cement). High pressure water is the preferred method to be used at LAAF. Chemical methods, if used, shall be compatible with the surface materials, the environment and working personnel. All Chemical methods must be approved by DPW-ENRD. Close control of water pressure and duration shall be used to prevent disintegration damage to the runway surface. Operations shall not contribute to surface degradation, effect/damage to existing compression seals, harm light fixtures, gaskets, lenses, lens gaskets, lens housing and/or wiring network. Any compounds/chemicals used shall have no harmful effect upon the elasticity, elongation or life of the various types of runway pavement joint sealant materials and shall be environmentally safe to the surrounding soils and plant life.

4.11 Contractor shall demonstrate the ability to remove rubber at touchdown area of runway selected by the Contracting Officer or representative. Rubber removal shall be as complete as possible without damage to the existing runway surface. The surface texture of the cleaned demonstration area will be compared to that of non-rubber traffic areas to determine satisfactory completion of the removal operation. If need be, the demonstration test shall be continued until the acceptable and required surface condition is obtained and mutually agreed upon by the Contractor and the Contracting Officer and or representative.

After approval operations, the accepted cleaned area will become the standard for rubber removal and final surface texture for the remainder of the project work.

4.12 The Contractor must take a proactive approach in protecting the joint sealant while removing the rubber.

The Contractor will repair and/or replace all joint sealant damaged during the rubber removal process.

4.13 Prior to site entry, if applicable, the Contractor shall provide an appropriate letter to the government documenting all hazardous or regulated substances to be brought onto the site in accordance with Occupational Safety and Health Act (OSHA) guidelines. The letter shall include a summary of any hazardous or regulated compounds and applicable Material Safety Data Sheets (MSDSs).

4.14 Materials that are required in the approved rubber removal process shall be delivered in original manufacturer’s containers and shall be labeled with appropriate EPA, OSHA, or other agency warnings, if applicable. Materials shall be protected from the environment until their use is required during executions of work. The government will provide the Contractor with a site area to locate materials and equipment.

4.15 Contractor shall enter the site with new cleaning solutions free of accumulations of pollutants. The Contractor will be required to test cleaning solutions/process prior to beginning work operation. The government will furnish the water needed for the project via fire hydrants near the work sites.

4.16 Contractor shall remove and capture at least 95 percent of all rubber waste material removed. All effort will be made to remove 100 percent, but not at the expense of the runway surface integrity. Contractor shall leave the runway surface from centerline to runway edge residue-free. No rubber residue will be discharged to surrounding environment.

4.17 Contractor is not responsible for stain removal. Stains are defined as materials in the runway surface micro texture that cannot be removed without damaging the surface. A stain is generally embedded in the surface below the horizontal plane of the surface texture.

4.18 Contractor shall not allow discharge of cleaning solutions or rubber residue to or into storm water capture facilities, storm drain inlets, retention ponds, or sewer systems. Discharge/escaping of cleaning solutions to the surrounding land surface will be minimized. Chemical equipment shall be capable of application and removal of chemicals to runway surface and shall leave only non-toxic biodegradable residue.

4.19 The equipment used in the rubber removal process shall be mounted on pneumatic tires and shall provide the necessary operation to remove rubber deposits without damage to the runway surface or joint seal material. Any damage to the runway surface, joint seal materials or associated airfield appurtenances caused by an operation error shall be repaired by the Contractor at his/her expense within the time established for project completion. Repair method and materials used shall be approved by the Contracting Officer through submittal procedures stated below:

4.19.01 Submit to the Contracting Officer information and materials prior to installing relevant material.

4.19.02 Identify each submittal by project. Mark submittals to show the specific items that will be furnished. Include intended use of submittal and any other pertinent information.

All historic fabric of the building is Government property and those items that cannot be reused (such as doors, windows, door/window hardware, hand rails, etc.) shall be returned to the Government after removal from the building.

7.09 Environmental work statement clause for all exterior work (SWPPP)

7.09.01 Through the Arizona Pollutant Discharge Elimination System (AZPDES) permitting program, the Arizona Department of Environmental Quality (ADEQ) regulates the discharge of storm water from construction sites throughout the state including those on military installations.

7.09.01.01 "Construction" refers to actions that result in a disturbance of the land, including clearing, grading, excavating, and other similar activities. It also includes "construction-related activities," areas that support the construction project such as stockpiles, borrow areas, concrete truck washouts, fueling areas, material storage areas and equipment storage areas.

7.09.01.02 Stockpiles, borrow pits, etc. need to be weed-free areas. Contractors shall use certified weed-free fill or contractors must sterilize the fill before bringing it onto the installation.

7.09.02 The AZPDES Storm water Program requires operators of construction sites one acre or larger (including smaller sites that are part of a larger common plan of development) to obtain authorization to discharge storm water under an AZPDES construction storm water permit. The Contractor is responsible for determining whether its construction site will exceed this minimum threshold with consideration of the definition provided above and if so, obtaining coverage under an AZPDES construction storm water permit.

7.09.03 Obtaining coverage under an AZPDES permit entails preparing and implementing a Storm Water Pollution Prevention Plan (SWPPP) in accordance with ADEQ requirements and submitting a Notice of Intent (NOI) for coverage under the applicable AZPDES general permit.

Once ADEQ receives the NOI, ADEQ then issues an authorization certificate to the Contractor.

If a contractor has a sub-contractor working together on the same project, then the contractor and sub-contractor(s) will have to submit a NOI for the same job and separate authorization certificates will be issued to each party.

7.09.04 If the Contractor determines that the project will not exceed the minimum threshold and does not submit an NOI and it is later determined that the threshold is exceeded, the Contractor will be required to stop all work until they have completed the above process. If the appropriate documentation is not provided to the Government prior to the start of construction or once the threshold is exceeded, the Contracting Officer will be notified of the failure to comply with a contract requirement, the ADEQ Enforcement Section will be notified, and other appropriate action will be taken to resolve the matter. The Contractor and any sub-contractor(s) will be liable for any fines levied by ADEQ.

7.09.05 A critical component of the SWPPP is final site stabilization. This generally involves restoring the disturbed area to at least 70% of its former vegetative state. After implementing all aspects of the SWPPP, to include final site stabilization, the contractor submits a Notice of Termination to ADEQ, ending coverage under the AZPDES permit.

7.09.06 The government highly recommends that contractors visit the ADEQ website at https://www.azdeq.gov, under water programs and type in "Construction Permits/SWPPP" in the search box for all relevant information on obtaining coverage.

7.09.07 It is the responsibility of the Contractor to develop a SWPPP that meets applicable requirements; the Government will not review or approve the Contractor SWPPP for compliance with applicable laws. The Contractor and any sub-contractor(s) shall provide a copy of the ADEQ Notice of Intent (NOI) and a copy of the SWPPP to the Government employee performing construction oversight prior to any construction or construction-related activities as defined above. Contractor may request a courtesy inspection by the Government of their site as it conforms to their SWPPP.

8.0 Door Locks

8.01 Exterior and interior doors requiring locks shall be provided with construction cores and keys by the contractor. The using organization is required to acquire the permanent keys and cores through the Directorate of Public Works.

9.01 The contractor shall at all times keep the work area, including storage areas, free from accumulation of waste materials. All trash will be removed from the site on a daily basis. Upon completion of the project, all equipment, materials and other items associated with the project shall be removed from the project site and the site shall be left clean. Any and all waste products created during performance of the work shall be removed from the project site, packaged in an environmentally approved manner and disposed of OFF-POST at an environmentally approved disposal site.

10.0 Utilities

10.02 Any temporary connection to the utility system will be coordinated with the contracting officer’s representative prior to hook-up. The contractor shall complete the temporary connection and all temporary electrical work in accordance with applicable codes and standards. Temporary electrical wiring and devices shall comply with the current National Electrical Code. Temporary wiring and devices shall be removed at project completion. All temporary electrical work shall be at the contractor’s expense.

10.03 Expansions/tie-ins to the potable water system and/or sewer collection system must be coordinated with the DPW. Some projects for expanding the potable water system and/or the sewer collection system will require an ADEQ 4.01 permit/NOI, prior to breaking ground.

11.0 Storage Areas/Lay Down Yards

11.01 The contractor and the Contracting Officer’s Representative will agree on temporary storage areas and lay down yards in the general location of the project. Request for proposed storage area shall be submitted with the proposal documents. The contractor shall be responsible for the safety, security and maintenance associated with storage areas. Storage areas shall be kept clean and in a neat and organized appearance at all times. If the storage area is not maintained, the Contracting Officer may direct the contractor to store materials off the installation. Storage areas and lay down yards shall be returned to the existing stable state, which may require some rehabilitation of the land, like re-seeding with native grass mixtures.

12.0 DD Form 1354 Worksheet Preparation
